On the afternoon of June 4, at the Government's regular press conference, Major General Nguyen Quoc Toan – Chief of Office, Spokesperson of the Ministry of Public Security – answered the press about the results of the investigation during the peak period of anti-counterfeiting and counterfeit goods.

Counterfeit goods are rampant, there is abetment and cover-up

According to Major General Toan, the situation of counterfeit goods, counterfeit goods, and food hygiene and safety violations is a pressing issue in public opinion. Although it is not a new problem, it has recently been implemented with a more drastic spirit and a more comprehensive perspective. He said that the Ministry of Public Security is carrying out tasks with three main focuses.

Firstly, to direct the peak of crime suppression in this field. Although the Prime Minister assigned a 1-month deadline, the Ministry of Public Security actively expanded the peak period within 3 months, starting from May 15, and directed the entire local police force to participate strongly.

Secondly, the Ministry of Public Security coordinates with the Prime Minister's working group to fight and prevent the complicated situation of production and trading of counterfeit and counterfeit goods.

Thirdly, in parallel with the investigation, the police force advises to improve the institution, overcome loopholes and shortcomings in State management. At the same time, it is proposed to adjust and increase the sanctioning level to increase deterrence for violations.

Major General Nguyen Quoc Toan said that the Government has submitted to the National Assembly a proposal to amend the Criminal Code to increase penalties for a number of crimes, including acts of producing and trading counterfeit goods and violating relevant regulations.

Through the investigation process, the Ministry of Public Security discovered many outstanding problems. The situation of smuggling, counterfeiting, and distribution of low-quality goods continues to be complicated, many cases are large-scale and operate for a long time. The subjects took advantage of loopholes in the legal and management system to commit illegal acts.

In particular, counterfeit goods are currently produced and consumed in many fields such as food, pharmaceuticals, cosmetics, dairy, etc. causing serious harm not only to public health, but also to the economy and the quality of current and future human resources.

A worrying point is that the subjects often use images of celebrities and influential people to advertise falsely, making consumers easy to be deceived. In addition, there have been signs of abetment and cover-up from a number of officials of State management agencies in a number of cases.

Expand investigation and strict handling of violations

Regarding the results of the initial struggle, Major General Toan said that the police agency has prosecuted 36 cases with 119 defendants in 24 localities, related to crimes such as smuggling, trade fraud, production and trading of counterfeit goods, and many other violations.

The Ministry of Public Security affirmed that it will strictly handle not only the criminal acts of direct subjects, but also clarify and handle the responsibilities of officials in State management agencies if there is an act of aiding and abetting or protecting. At the same time, it will investigate false advertising behaviors, especially through social networks and media channels.

In the coming time, the Ministry of Public Security will continue to direct police units and localities to drastically implement the 3-month peak period to deeply and comprehensively investigate violations. In addition, it will clarify the violations of relevant officials and the legal responsibilities of celebrities if they have false advertising acts online.

"The Ministry of Public Security is accelerating the investigation of prosecuted cases, and at the same time expanding the investigation to comprehensively handle related subjects, clarify the causes and conditions for crimes. On that basis, it is proposed to overcome loopholes in the management mechanism," Major General Toan emphasized.

He also clearly stated the spirit in the Prime Minister's Official Telegram to determine that this is a long-term and regular task, requiring the synchronous participation of governments at all levels and the active participation of the people. The coordination between the authorities and the community is a key factor to condemn, prevent and repel these dangerous behaviors.

Finally, the Ministry of Public Security calls on people to be more vigilant against unverified advertising content, products introduced as "miracle drug.s" or offered for sale at unusually low prices. At the same time, people are encouraged to actively report wrongdoing to the authorities to promptly investigate and strictly handle in accordance with the law.
