Regarding the collapse of Ngoi Mong bridge in Hoa Binh, the Department of Transport of Hoa Binh province has just sent a document to the Provincial People's Committee reporting on the construction incident during the exploitation and use of Ngoi Mong bridge.
According to Dan Tri newspaper, a report from the Department of Transport of Hoa Binh province showed that after a period of heavy rain, on the night of September 18 and the morning of September 19, the rapid flow of stream water caused strong erosion of the stream bed and the foundation of Ngoi Mong bridge.
"At 3:00 a.m. on September 19, the bridge's abutment began to sink. At 4:30 a.m., the road leading to the bridge at abutment M1 (on National Highway 6, Ky Son Ward, Hoa Binh City) sank and slid toward the stream bed," the report stated.
The document clearly states that because the bridge is located at the position where the stream flows into the Da River, it is often affected by rising and falling water when the Hoa Binh Hydropower Company closes and opens the floodgates.
Since 2017, the impact of storm No. 10 has damaged the bridge. The provincial Department of Transport reported and was approved by the provincial People's Committee to repair the bridge; the project was completed and put into use on November 9, 2018.
However, due to the long time of exploitation, the current state of the bridge is a simple bridge; on the other hand, the current streambed elevation is lower than when the bridge was built in 1994; the construction of the new Ngoi Mong bridge also changes the stream flow, creating a gushing current into the foot of the current bridge abutment.
By 2024, due to the impact of storm No. 3, Hoa Binh Hydropower Company had to open and close the floodgates, causing the stream water in the Ngoi Mong bridge area to rise and fall, leading to the bridge being eroded 8m upstream of the M2 pier cone on September 10.
After heavy rains on the night of September 18 and early morning of September 19, the rapid flow of stream water caused severe erosion of the stream bed and the bridge pier foundation. At 3:00 a.m. the same day, the bridge pier subsided. At 4:30 a.m., the approach road to the bridge at pier M1 (National Highway 6 - Ky Son ward) subsided and slid towards the stream bed.
As soon as subsidence occurs, the road management and maintenance contractor regularly assigns people to guard both ends of the bridge, direct traffic, and erect barriers to prevent people and vehicles from passing through the bridge from the time the bridge abutment subsides.
Regarding the incident, according to Tien Phong newspaper, on the morning of September 19, the provincial Department of Transport also requested to set up sturdy corrugated iron barriers at both ends of the bridge, completely prohibiting people and vehicles from accessing the Ngoi Mong bridge area at Km0 265, provincial road 445 to ensure safety.
At the same time, the Department opened a temporary road at Km0 430, installed road signs according to regulations to serve traffic organization and flow for people and vehicles with a load capacity of less than 1.5 tons and passenger cars with less than 7 seats.
Based on the above actual situation, the Department of Transport of the province proposed that the People's Committee of Hoa Binh province approve the traffic diversion plan through provincial road 445: Prohibiting all people and vehicles from traveling through Ngoi Mong bridge (Km0 265, provincial road 445) and Ngoi Mai bridge (Km8 310, provincial road 445);
All trucks with a load capacity of over 1.5 tons and passenger cars with more than 7 seats (except vehicles serving construction works on provincial road 445) are prohibited from traveling from Km0 430 to Km14 900 of provincial road 445 starting from 12:00 on September 20 until further notice.
Trucks with a load capacity of less than 1.5 tons and passenger cars with less than 7 seats needing to pass through Ngoi Mong Bridge (Km0 265, Provincial Road 445) will go in the direction of National Highway 6 - Hoa Lac Road to Hoa Binh (Km28 150) - Provincial Road 445 (Km0 430) and vice versa.
Regarding Ngoi Mong Bridge, the provincial Department of Transport proposed to stop exploiting and using the old bridge; dismantle the remaining construction to avoid causing danger to people and vehicles traveling on and under the bridge.
At the same time, the Provincial People's Committee is requested to consider and direct the Provincial Project Management Board for Construction Investment of Agricultural and Rural Development Works to speed up the progress of site clearance and construction of the urgent project to prevent flooding on Pheo - Che dyke downstream of Da River, Ky Son District (now Hoa Binh City) to serve the safe travel needs of the people.
