The death of the traffic police soldier is not only a great loss for his family and comrades but also a warning bell about serious traffic violations, even reckless opposition to the functional forces.
Recently, the Lai Chau Provincial Police issued a decision to criminally detain Thu A Hao (born in 2007, residing in Doan Ket Ward, Lai Chau City) to investigate and clarify the act of intentionally causing injury. This decision was made after a heartbreaking incident that caused Major Ha Van Minh â an officer of the Traffic Police Department (CSGT) of Lai Chau Provincial Police â to die while on duty, shocking public opinion across the country.
Case development: Intentional act of causing serious injury
According to the authorities, Thu A Hao was the driver of the motorcycle who hit Major Ha Van Minh head-on during his duty. The incident took place on the afternoon of June 28, when the working group of the Traffic Department of the Lai Chau Provincial Police was patrolling and controlling at km4 600 of National Highway 4D, the section passing through Phong Tho town (former Phong Tho district).
At that time, the working group detected two motorcycles, including a Wave car and a Winner car, showing signs of traffic violations. Major Minh was assigned to give a signal to ask the vehicles to stop to check in accordance with regulations. However, the two young men in the Winner car did not obey the order. The driver was Season A Hao and the person sitting in the back was Vang A Nu (born in 2008) who increased the throttle and ran away recklessly.
In the process of fleeing, Season A Hao drove a motorbike directly into Major Minh, causing him to be seriously injured. This act shows intentionality, despite the danger to the life of the official-duty force. After committing the crime, the subjects continued to flee the scene, despite the serious consequences that had just been caused.
Immediately after the incident, Major Ha Van Minh was urgently taken to the emergency room at Lai Chau Provincial General Hospital by his teammates and people, then transferred to Viet Duc Hospital (Hanoi) due to a brain injury and a broken leg. Although he was treated by doctors and nurses, due to the severity of his injuries, he did not survive at 8:00 a.m. on July 2.

In recognition of his brave example, General Luong Tam Quang â Minister of Public Security signed a decision to posthumously promote the rank from Captain to Major for Comrade Ha Van Minh. This is a worthy honor for his dedication and noble sacrifice for the cause of protecting security and order, traffic safety and peace of the people.
The sacrifice of Major Ha Van Minh is a profound reminder of the dangers that the Traffic Police in particular and the People's Police in general face every day. They are people who patrol, control and maintain traffic order and safety day and night, but sometimes have to pay with their lives when facing aggressive and law-abiding subjects.

This incident once again sounded a warning bell about the reality of traffic violations and acts of opposing and attacking functional forces. Vietnamese law has very clear and strict regulations on these acts. Article 230 of the Criminal Code 2015 (amended and supplemented in 2017) stipulates the crime of resisting public officials, with a penalty ranging from non-custodial reform to many years in prison depending on the severity of the violation, especially if it causes serious consequences such as causing injury or causing a person to leave forever.

In the case of Season A Hao, although the subject was born in 2007 (i.e. 17 years old at the time of committing the crime), according to the provisions of Vietnamese law, a person aged full 16 years or older must be criminally responsible for all crimes. For persons aged between full 14 and under 16 years old, they must bear penal liability for very serious crimes and particularly serious crimes. Season A Hao's behavior, if proven to intentionally cause injury leading to death, can face a very strict penalty frame according to the provisions of the law.
