"Karma in Lao Cai Village" clip case: Cyber security involved, leaders disappear

Recently, the Cyber Security Agency has stepped in to verify the case of the YouTube channel Little Lessons posting the clip "Retribution in Lao Cai Village" to determine the next course of action, to reassure the people.

On September 18, according to sources, Cau Giay District Police (Hanoi) is coordinating with professional agencies under the Ministry of Public Security to work with representatives of the YouTube channel "Little Lessons". This was done after the channel posted the clip "Karma of Lao Cai Nu Village" causing public outrage.

Previously, Nguoi Lao Dong Online reported that a YouTube channel called "Little Lessons" with more than 324,000 followers posted an animated video called "Karma - Fairy tales - Little lessons - Gifts of life". Notably, this video included an illustration with the caption "Karma of Nu Village, Lao Cai" and immediately made people angry.

The video is 42 minutes and 15 seconds long, with the title mentioning the tragic incident that happened in Lang Nu village (Phuc Khanh commune, Bao Yen district, Lao Cai province). However, the video was later edited 1-2 minutes into the intro and the thumbnail and title were changed, leaving it at 41 minutes and 36 seconds.

The original content of the video was about 3 foreign stories, unrelated to the Lang Nu incident, but the title caused a stir in public opinion. Not to mention, in the comment section, the channel owner also left a line with bad language when mentioning the village heavily affected by natural disasters.

More importantly, when it was first posted, it was hidden from the Vietnamese region, but after being edited, it was made completely public on the platform. Just a few minutes later, the video attracted thousands of views. On Facebook, many accounts also began to re-share and expressed their anger at the channel's reckless "view-baiting" behavior.

"Any channel that broadcasts this should be banned. Haven't people suffered enough that they still speak so bitterly?"; "Too offensive and dangerous. Really miserable! Why would this YouTube channel post this content?"; "I've been a long-time follower of this page, but from now on I won't follow it anymore because of the cruel title. Don't sell your conscience just to make a few bucks"... are comments from netizens.

Faced with a wave of criticism from the public, a few hours after posting, the owner removed the video from the channel. The next day, the channel also "disappeared". Currently, when searching for the channel "Little Lessons" on YouTube, the result is the message "This channel is no longer available".

Perhaps, its owner has locked or hidden it, but it is not excluded that people report it, leading to the channel "collapse". According to the description information below the clip, the copyright belongs to Sunrise Media Company, headquartered in Tan Binh District, Ho Chi Minh City.

On the same morning, a reporter from Nguoi Lao Dong Newspaper contacted the leadership of Sunrise Media Company but was unsuccessful. It is known that this is a unit that produces many educational cartoon series for children, most famous for the program "Gift of Life" currently on television.

Legally, according to lawyer Bui Quoc Tuan - Ho Chi Minh City Bar Association, information technology is currently developing and spreading to everyone very quickly. Superficial information, shocking, creating curiosity... to make money by likes, shares, and follows; this false and offensive phenomenon is becoming more and more dangerous.

Acts of posting false information on social networks that affect the honor of others may be punished. Article 99 of Decree 15/2020/ND-CP stipulates as follows: Violations of regulations on electronic information pages shall be subject to a fine of VND 20,000,000 to VND 30,000,000.

In case of posting false information on social networks that affects the reputation of others, organizations can be fined from 20,000,000 VND to 30,000,000 VND and individuals from 10,000,000 VND to 15,000,000 VND. In addition, the link to the false information must be removed.

In case of posting false information on social networks that affects the reputation of others, one may be prosecuted for slander with a prison sentence of 01 to 03 years.
