Pham Quang H. (8/4 grade student, Xuan Tan Secondary School) is the eldest son in a family of 4. Ms. Pham Thi Ph. (42 years old, H.'s mother, residing in Xuan Tan Ward, Long Khanh City) said that H. does not have a father.
She has a 6-year-old child living with her paternal grandparents and a 2-month-old baby. Since 7th grade, H. has started helping her mother by selling lottery tickets to earn extra money to pay for tuition and living expenses. This is also the main source of income for Ms. Ph. and her mother.
The 42-year-old mother shared that H. also likes playing games and sometimes skips school to hang out with friends. However, his studies are still guaranteed.
Last week, because her little daughter had a fever, Ms. PH. had to take her to the hospital. She said that H. did not return home until last Thursday (October 24). On Saturday, the whole family heard that she had passed away. Before that, because she skipped school to go out and play for fear of being scolded by her mother, H. left home to go out with friends in the neighborhood and then got into an accident.
Ms. Nguyen Thi Xuan (head of Tan Phong neighborhood, Xuan Tan ward) said that H.'s family is quite poor and is a near-poor household in the locality. The neighborhood is mobilizing people to donate money and pay in advance for the baby's funeral.
"The support and mobilization money is more than 100 million VND," Ms. Xuan shared on Tuoi Tre. "Everyone decided to make a beautiful granite tomb and a frame for the child." In addition, the city and departments, organizations... also organized delegations to visit, encourage, and give support money to the family. The total initial amount is also about 65 million VND. Many people could not hold back their tears because of the sudden passing of the boy.
Ms. Nguyen Thi Xuan (head of Tan Phong neighborhood, Xuan Tan ward) was one of the first people present to help the family with the funeral for H.. Talking about H., Ms. Xuan said: "The boy sells lottery tickets around the market, everyone knows and loves him."
Regarding the young man who 'interacted' with H., Ms. Ph. said she only heard the story and did not know the details. The young man's family came to pay their respects, contributed money and helped the family during the funeral for H.. "If anyone has the heart, please support them and do not ask for anything. The son has passed away, so asking for it is too much," Ms. Ph. added.
Previously, Hang Gon Commune Police (Long Khanh City) received a report that Pham Quang H. (14 years old, residing in Xuan Tan Ward) was lying motionless face down on the side of the road near Ngo Son Duy's house (33 years old, Hang Gon Commune), with many traces of 'syrup' on his body. The authorities found Duy suspicious so they invited him in for questioning. However, Duy showed signs of mental illness so they could not take his statement.
Some witnesses said they saw Duy holding a wooden stick and hitting H. In this man's house, he also found a wooden stick with red marks, suspected to be the 'goods' used to commit the crime. In 2013, Duy was sentenced to 7 years in prison for illegally trading 'drugs'. In 2020, when he was just released from prison, Duy was administratively punished by local authorities for property destruction.
Also since 2020, Duy has shown many unusual symptoms, so his family took him to the Central Psychiatric Hospital II (Bien Hoa City) for treatment.
Regarding Ngo Son D. (33 years old, residing in Hang Gon commune) who was invited by the police to be questioned in connection with the passing of H., neighbors said that D. had been showing signs of being unusual for a long time. Every day, neighbors were very scared when passing by D.'s house or when D. made a scene or screamed.
Legally, not all cases caused by people with mental illness are exempt from criminal liability. However, whether responsible or exempted, the consequences are painful and lasting for relatives and neighbors.
Not to mention, some mentally ill people who commit crimes are not prosecuted, are sent for compulsory treatment and are determined to be cured, and are allowed to return to live with their families. This is a real concern for the community, because there is no guarantee that they will not continue to commit crimes when their illness relapses.
