According to information in Dan Viet newspaper, Nguyen Thi Ngoc L. - 1 of the 2 subjects in the above case is a hot girl living in Dong Hoi city (Quang Binh province).
This person often updates his luxurious life through social networking sites, often traveling by Mercedes car. In addition, this person also owns a spa shop in Dong Hoi.
Currently, the authorities are continuing to expand the investigation.
Previously, authorities also arrested 40 people for organizing a drug party at the Central Institute of Forensic Psychiatry.
Specifically, Hanoi City Police recently held a press conference on the results of the initial investigation and handling of the bribery case, organizing the illegal use of banned substances at the Central Institute of Forensic Psychiatry and the case of violating accounting regulations causing serious consequences related to business activities via social networks.

Attending the conference were Major General Le Van Tan - Deputy Chief of Office of the Ministry of Public Security's Investigation Police Agency, Mr. Dao Thinh Cuong - Chief Prosecutor of Hanoi People's Procuracy, Mr. Nguyen Xuan Ky - Chief Justice of Hanoi People's Court, Mr. Vu Manh Cuong - Head of Tax Department of Region 1, Mr. Hoang Minh Tuan - Deputy Chief of Office of the Ministry of Finance, representatives of Thanh Hoa Provincial Police, and representatives of functional departments of the City Police.
Speaking at the Conference, Lieutenant General Nguyen Thanh Tung - Party Secretary, Director of Hanoi City Police emphasized that in recent times, Hanoi City Police has closely coordinated with the Procuracy, Court, Tax Department... to focus on investigating and collecting documents and evidence related to these two serious cases.
Up to now, the Investigation Police have had enough evidence and applied procedural measures against the subjects in the case and announced the initial results to serve the work of preventing and fighting crimes, especially crimes of a prominent, major, gang-like and specialized nature.
"This case is considered the biggest ever. The investigation agency has arrested all subjects related to the case, from the Director of the Institute of Forensic Medicine, Deputy Director, medical staff, security guards of the Central Institute of Forensic Psychiatry to criminals who "bribed" to falsify the results of the examination.
From this incident, the City Police and the judicial sector have determined that this is an extremely dangerous group of subjects, related to "running" psychiatric medical records. The subjects have sophisticated methods, close collusion and complex activities. In the coming time, the Hanoi City Police will continue to fight strongly, arresting subjects related to "running" medical records" - the Director of the Hanoi City Police emphasized.
At the Conference, Colonel Tran Thanh Tung - Chief of Office of the Investigation Police Agency - Hanoi City Police announced the results of the investigation into the bribery and illegal use of banned substances case at the Central Institute of Forensic Psychiatry.
Next, Colonel Thanh Kien Trung - Deputy Head of the Economic Police Department of Hanoi City Police informed about the case of violating accounting regulations causing serious consequences.
Speaking at the Conference, Comrade Dao Thinh Cuong - Chief Prosecutor of Hanoi People's Procuracy assessed: "These are two extremely serious cases. The subjects took advantage of the humanitarian policies of the Party and State to collude with medical staff and "magically" transform medical records from non-mental illness to mental illness.
Many subjects were prosecuted for mental illness, mainly for very serious and especially serious crimes with the highest penalty, but they took advantage of "loopholes" to avoid legal handling, causing public outrage and greatly affecting the health sector.
The investigation results of the two cases are a wake-up call, an effective measure to prevent and repel criminal violations. In the case at the Central Institute of Forensic Psychiatry, Mai Anh was involved in many cases, each time she committed a crime, she had a medical record to avoid being prosecuted.
