In recent days, a video has been circulating on social media showing a Porsche driver blocking a Hyundai, causing traffic jams on Ring Road 3.

Accordingly, on February 20, Traffic Police Team No. 6, Hanoi Police Traffic Police Department, invited the two drivers involved to work after the video of a Porsche driver blocking and spitting on a Hyundai car on the elevated Ring Road 3 became popular on social media.
Initially, Traffic Police Team No. 6 said that the Porsche had stopped and parked illegally on the elevated Ring Road 3. The stopping and parking position blocked the Hyundai, making it unable to move. The entire incident was recorded by a passerby's camera.
At the police station, Mr. Nguyen Van D, the driver of the Porsche with license plate 30H-03x.xx, also admitted that his parking on the elevated Ring Road 3 was against the regulations. At the same time, this driver also apologized to the Hyundai driver and explained that he had spoken loudly at that time and may have splashed saliva into the car, but he did not intentionally spit into the car.
Afterwards, Traffic Police Team No. 6 issued a ticket to the Porsche driver for stopping and parking on the highway in violation of regulations. According to Decree 123, the Porsche driver will be fined VND11 million and have his driver's license revoked for 3 months for stopping and parking illegally on the highway. In addition, the authorities are continuing to investigate the incident in which the Porsche driver spat on the Hyundai and are collecting more evidence to prove that the car entered the emergency lane.
According to lawyer Quach Thanh Luc (Director of Phap Tri Law Firm), according to Clause 3, Article 7 of Decree No. 144/2021/ND-CP, "acts of provocation, teasing, insulting, and defaming the honor and dignity of others" can be fined from 2-3 million VND.
In addition, if the driver enters the emergency lane, he/she will be punished according to Decree 100/2019/ND-CP on the act of driving in the emergency lane, the vehicle will be fined from 4-6 million VND and the driver's license will be revoked for 1-3 months.
But it is known that after working with the authorities, the Hyundai driver did not ask the authorities to handle the Porsche driver.
Previously, a member of a Facebook group about traffic shared a clip of more than 1 minute long recording the scene of a Porsche driver stopping in the middle of the elevated Ring Road 3 Expressway (Hanoi) in front of a Hyundai Sonata. The Porsche driver then repeatedly banged on the glass, pressuring the Hyundai driver to open the door. When the other side lowered the window, the Porsche driver spat inside the car. He then also repeatedly cursed and threatened to "break the teeth" of the Sonata driver.
According to Mr. D.TP, who posted the clip, the Porsche was driving in the emergency lane of the elevated Ring Road 3. When the traffic jam broke out, the Porsche swerved into the inner lane but the Hyundai driver refused to let it in, leading to a conflict.
After the incident, on the morning of February 13, officers from Traffic Police Team No. 6 worked with the police station where the two car owners currently reside. However, a representative of Traffic Police Team No. 6 at that time said that the verification was difficult because the cars were first registered more than 10 years ago. "According to the recorded images, the Porsche car had a number on the license plate covered, so we had to work with the Hyundai driver first to get them to provide information, then verify whose Porsche car it was to send an invitation to work," said a representative of Traffic Police Team No. 6.
