The flood situation in Quang Binh is currently extremely tense, as the water rises deep into people's houses, seemingly all are isolated in the middle of the sea of water. It is estimated that more than 32,700 houses are currently submerged in floodwater.
Due to the impact of storm No. 6, heavy rains continued to fall in Quang Binh province, causing the number of severely flooded houses to continue to increase. As of 5:00 a.m. on October 29, the entire province had 32,767 severely flooded houses; the floods left one person dead and one missing.
Of which, Le Thuy district has more than 19,760 houses, Quang Ninh district has more than 12,000 houses and Dong Hoi city has 1,000 houses deeply flooded. Quang Binh province has evacuated 1,249 households with 3,681 people; of which Quang Ninh district has to evacuate the most with 1,105 households with 3,125 people. Localities also evacuated 9,123 households on the spot.
In addition, the province has 76 flooded points on traffic routes. Of which, 14 National Highways have been flooded, mainly on National Highways 9B, 15, 9C, 9E and 1; 62 Provincial Roads have been flooded in Dong Hoi City, Bo Trach, Minh Hoa and Quang Trach. In addition, there are 15 landslides on National Highways and in districts and towns.
To ensure people's safety, Road Management Area II (Vietnam Road Administration) has proactively coordinated with local traffic police to promptly divert traffic to bypass routes; not allowing people to enter deeply flooded roads.
Due to heavy rains in recent days, the current capacity of 35 large and medium-sized irrigation reservoirs managed by the Irrigation Works Exploitation One Member Limited Liability Company has reached 92.9% of the design capacity; reservoirs managed by localities have reached over 98.92%.
Quang Binh province requires units and localities to deploy plans to ensure the safety of people's lives and property in flooded areas; put up warning signs, assign forces to be on duty and guard at deeply flooded and landslide-prone roads; absolutely do not allow people and vehicles to pass on these roads.
To direct and respond to the flood situation, on October 28, leaders of Quang Binh province inspected the flood response situation in severely flooded areas in Quang Ninh and Le Thuy districts.
Accordingly, Mr. Tran Hai Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Quang Binh province inspected the flood situation and directed response work, requiring functional forces at checkpoints and roadblocks due to deep flooding to absolutely not allow people and vehicles to pass; proactively control and guide traffic at culverts, spillways, deeply flooded areas, traffic areas at risk of landslides; arrange forces, materials, and vehicles to overcome incidents, ensuring smooth traffic on main traffic routes.
Floods have killed two people and left two missing. The latest is Nguyen Van Bang (born in 1985, in Xuan Bo village, Xuan Thuy commune, Le Thuy). Bang went missing while on his way to pick up his grandchild at 2:00 p.m. on October 28. After receiving the news, local authorities, residents and functional forces urgently organized a search. However, to date, he has not been found.
Previously, at around 12:00 on October 28, Mr. Pham Van Cu (born in 1960, in Truong An village, Gia Ninh commune) was moving his belongings to avoid the flood when his boat suddenly capsized. At that time, the wind was strong and the water level was high, making it difficult for people to approach and rescue him.
Local authorities have mobilized forces to search but are facing many difficulties due to heavy rain and rising water levels, and have yet to find the victim. At 1:00 a.m. on October 28, Mr. Nguyen Van Lu (born in 1961, residing in Bac Ngu village, Gia Ninh commune, Quang Ninh) went to check the fish pond, unfortunately slipped and fell, leading to his death.
Flood swept away Mr. Le Ngoc Hon (born in 2002, residing in Thanh Son village, Thai Thuy commune, Le Thuy) while performing rescue and relief duties in the downstream area of Thanh Son dam. Floodwaters in Le Thuy district peaked early this morning (in some places, only 50cm from the historic flood in 2020). Currently, floodwaters in Le Thuy district are receding slowly. However, local authorities warn against complacency because the weather is evolving complicatedly.
