According to the Steering Committee for Natural Disaster Prevention and Search and Rescue of Quang Binh province, as of 9:00 a.m. today (October 28), heavy rain caused by storm No. 6 (storm Trami) caused flooding in many areas of the locality.
Initially, the whole province had more than 15,000 houses flooded with water levels from 50cm to 1m, some places flooded over 1m. Of which, Le Thuy district had 10,636 houses flooded; Quang Ninh district had 4,026 houses flooded; Dong Hoi city had 370 households flooded. In Le Thuy district, 5 isolated villages (Tan Ly, Bach Dan/Lam Thuy, Con Cung, An Bai, Ha Lec/Kim Thuy commune) were flooded, people and vehicles could not pass through.
The rain also caused flooding on many roads, specifically: On Highway 9B, the culvert at Km 41 900 is 0.4m deep and the water is still rising. The culvert at Km 43 700 is 0.6m deep and the water is still rising. Highway 9C, section Km 21 100 is flooded about 1m deep and about 500m long; Highway 15 at Ngam Bung Km 562 200 is 1.0m deep and the water is still rising. The management unit has arranged barriers and guards to warn at both ends.

Mr. Ngo Mau Tinh - a resident of An Thuy commune, Le Thuy district - shared: "The flood water rose so quickly that we couldn't react in time. My house was flooded nearly 1 meter deep in just a few hours. We had to quickly evacuate our belongings and move our family upstairs to avoid the flood. Currently, electricity is cut off, clean water is also lacking, and daily activities are very difficult."
Many other households in Le Thuy and Quang Ninh districts are in a similar situation, with property and crops severely damaged by flooding. Many low-lying areas are completely isolated, with traffic paralyzed, making it difficult to travel and deliver supplies.
Mr. Nguyen Van Hoan, Chairman of the People's Committee of Tan Ninh Commune, Quang Ninh District, said that the water level rose since last night, and officials and people stayed up all night to "watch" for the flood. At the same time, emergency response plans were deployed such as evacuating the elderly and disabled to higher ground for safe shelter.
Mr. Phan Hong Dang, Standing Deputy Secretary of Le Thuy District Party Committee, said: "In the face of prolonged heavy rain causing widespread flooding, we have directed functional forces to be on duty 24/7 and to evacuate people in areas at risk of flash floods and landslides. Currently, rescue forces are making efforts to support people in isolated areas."
In addition, there are some localized flooding points that make it impossible for vehicles to circulate: Provincial Road 558B through Quang Hop Commune, Quang Trach District is flooded more than 1 meter deep, causing traffic jams; the inter-village road of Lien Trach Commune, Bo Trach District is deeply flooded and cannot circulate; The communes of Truong Son, Tan Ninh, Hien Ninh, Xuan Ninh of Quang Ninh District were deeply flooded on the night of October 27 and early morning of October 28, with flooding more than 1.0 meter deep.
