After being arrested and taking initial statements, the Bac Ninh Provincial Police determined: Phan Van Tuan had 3 previous convictions. Specifically, Tuan had 2 convictions for "Illegal detention" and one conviction for "Illegal possession of prohibited substances".

According to authorities, at around 11:30 p.m. last night (March 26), Tuan carried a knife to commit a crime in Hai Duong province. At that time, the police of Co Thanh ward (Chi Linh city) discovered Tuan holding 2 'sharp objects' so they chased him but were unsuccessful.

After being chased, Tuan used a knife to control Tran Manh Cuong (22 years old, resident of Co Thanh ward) and asked the gir.l to take him to Bac Ninh province.

When arriving at Viet Hung ward (Que Vo district, Bac Ninh), Mr. Cuong saw a police patrol car, he drove towards the working group and shouted. Seeing that, Tuan ran into the night restaurant of Ms. Nguyen Thi Canh (48 years old, living in Viet Hung ward).

Entering the restaurant, the subject Tuan continued to hold a 'sharp object' to threate.n and took the motorbike of a customer who was having dinner there. After taking the motorbike, Tuan ran away. The Viet Hung Ward Police chased after him but the subject escaped and caused an incident of restraining a 9-year-old gir.l in Phuong Mao Ward. With the quick arrest of the subject, ensuring the absolute safety of the chil.d and the arresting force, the people's trust in the police force was created.

From a legal perspective, Dr. Lawyer Dang Van Cuong said that according to initial verification results from the authorities, this subject committed many dangerous acts for society from Hai Duong to Bac Ninh, causing insecurity, disorder, and panic in the community. The arrest of this subject was very timely and necessary, the authorities successfully rescued the chil.d and provided the basis for handling the subject according to the provisions of the law.

According to the lawyer, with the developments, this subject has many dangerous behaviors for society that can be criminally prosecuted such as: resisting law enforcement officers, illegal detention, robbery... The investigation agency will clarify the cause of the incident, clarify the development of the subject's behavior, assess the dangerous nature of the behavior to consider handling according to the provisions of the law.

Lawyer Cuong analyzed that if the verification results show that this subject committed the act under the influence of a prohibited substance, this subject will still be held criminally responsible according to the provisions of Article 13 of the Penal Code.

"The subject's inability to control his behavior was due to the subject putting himself in such a situation, illegally using banned substances leading to hallucinations, so he must still bear criminal responsibility for the socially dangerous acts he committed," emphasized lawyer Cuong.
