N.H.N was identified as the driver of the motorcycle that rushed head-on, causing Ms. Q. - the victim in the incident to fall to the road and die. It is known that N.H.N has a special situation, her father is rehabilitating in prison, she has dropped out of school and is considered the "big sister" of the group of young people who wander around in Xuan La village, Tay Ho district.

Previously, at about 0:15 on November 3, Ms. Q. (residing in Hanoi) drove a motorbike to stop at the intersection of Tran Hung Dao - Ba Trieu traffic light (Hoan Kiem, Hanoi). At this time, the motorbike convoy led by a group of teenagers (about 20-30 vehicles) moved at high speed, honking loudly in the opposite direction.

Suddenly, Ms. Q. was hit by N.H.N. driving a motorbike carrying N.P.A (born in 2005, residing in Hoan Kiem, Hanoi). Not stopping there, the victim continued to be hit by N.T.M.K.'s car going behind. The incident caused Ms. Q. to be thrown away and died on the spot. After causing the accident, P.A. drove a motorbike carrying H.N.; and K. left the scene.

Talking about his behavior, H.N. said that in the evening of the same day, he drove P.A. around the city to take pictures. When the car moved on the road, I saw a youth group of about 20-30 cars traveling at high speed, so I joined the association. N. also did not wear a helmet.

"I was walking at a fast speed, when I came to the intersection of Tran Hung Dao - Mrs. Trieu at this time, I didn't see anything and after causing the accident, I fainted. When I woke up, I was in the hospital and someone said I caused a fatal accident," H.N. recounted.

H.N. said that he was very shocked and regretted causing the accident. "My parents heard the news and cried and told me why I was like that," N. said. As for M.K. at the above time, the same group of friends was riding about 5 motorbikes, when they saw that the high-speed convoy also entered the Hue Street area.

According to K., after H.N.'s car hit the girl, he was suddenly unable to react and continued to crash into her. "At that time, I was walking at a speed of about 60-70km/h" - K. informed. Talking about leaving the scene, K. said that he panicked and returned home. "I know my actions are wrong and I regret it very much," K. said.

It is known that both N. and K. do not have driver's licenses. Present at the gate of the police headquarters, Ms. L. (K.'s mother) said that when she returned home, K. told her family about the incident. According to Ms. L., K. is in grade 10. At the time of the incident, the family left the car and keys at home, so K. took the car away on his own.

Lieutenant Colonel Tong Dang Cong - Captain of the General Investigation Team of Hoan Kiem District Police said that immediately after receiving the information about the incident, the unit present at the scene coordinated with relevant units to organize the investigation, examine the scene, and investigate related subjects. During the verification process, the investigating agency said that this was a group of teenagers driving motorcycles at high speed, speeding.
