According to the investigation results, from late 2023 to early 2024, many Vietnamese citizens went to the Philippines to work for a Chinese-led fraud organization in the capital Manila, Philippines.

This group organized professional fraud offices, divided into many departments with managers, team leaders, employees and technical support teams. The subjects constantly changed their workplace and residence to avoid detection by authorities.

To carry out the scam, this group created fake Facebook accounts, impersonating successful businessmen, showing off images of wealth to gain trust from the victims. After getting acquainted, the subjects enticed the victims to download the "UNISAT" application, participate in investing in BTC cryptocurrency with a minimum of 8 million VND to enjoy high profits in a short time. Initially, the victims were allowed to withdraw both principal and interest to strengthen their trust. When investing a larger amount of money, they used the excuse of system errors, taxes, insurance fees, etc. to ask for more money, then blocked communication and appropriated all the money the victims had paid.

According to investigation documents, among the ringleaders, Nguyen The Anh (born in 1996, residing in Yen Bai) participated in the scam organization in the Philippines since April 2023. Nguyen The Anh played the role of managing and operating all scam activities of more than 80 Vietnamese citizens under the direction of a Chinese owner. The subject directly managed the team leaders, instructed employees to perform human acts, provided computers, phones, and fake Facebook accounts for the scam groups to use.

Under the direct direction of Deputy Minister of Public Security Nguyen Van Long, the Board of Directors of Ha Tinh Public Security has developed a detailed plan, mobilized all forces, and closely coordinated with Cambodian police, Philippine police, the representative office of the Ministry of Public Security in Cambodia, Moc Bai Border Guard Station, Tan Son Nhat and Noi Bai Airport Security Stations, the Criminal Police Department of Tay Ninh Provincial Police and many other professional units. The reconnaissance teams simultaneously approached and deployed ambush plans from many directions.

Right in Phnom Penh, the authorities suddenly raided the suspects' hideout, restrained and arrested 30 suspects before they could react. At the same time, at Tan Son Nhat and Noi Bai international airports, secret working groups blocked and quickly restrained 26 more suspects who had just returned from the Philippines before going to Cambodia. The campaign was deployed precisely and synchronously, blocking all escape routes of the suspects in the ring.

The Investigation Police Agency of Ha Tinh Province Police has decided to prosecute 50 defendants for "property appropriation" related to the form of investing in BTC cryptocurrency and defrauding TikTok. The case is continuing to be investigated.

Earlier on the afternoon of February 6, news from the Immigration Management Department, Kien Giang Provincial Police, said that the unit coordinated with the Border Guard Station of Ha Tien International Border Gate and Kien Giang Border Guard to receive 24 Vietnamese citizens returned by Cambodia at milestone 313 of Ha Tien International Border Gate.

These are cases of people being tricked into working abroad illegally and were discovered, arrested and repatriated by Cambodian authorities. According to initial verification results by authorities, these citizens come from many provinces and cities across the country, most of them are young people, looking for high-income jobs.

After gaining their trust, some people trick people into taking them to Cambodia through illegal routes, or guide them to enter Cambodia legally. However, upon arrival, these victims discover that they are being forced to work in human trafficking establishments run by Chinese people.
