According to the forecast of the National Center for Hydro-Meteorological Forecasting, the storm will continue to strengthen (the strongest wind at sea can reach level 12, gusting to level 15). From July 21 to 22, the coast from Quang Ninh to Thanh Hoa will be directly affected by the storm, causing strong winds and heavy rains in the Northern provinces and the North Central provinces (Thanh Hoa, Nghe An, Ha Tinh).
The Prime Minister's telegram emphasized that this is a very strong storm, moving quickly, with a wide and dangerous range and intensity of impact on sea and land.
To proactively respond to storms and heavy rains, the risk of flash floods, landslides, and inundation, and ensure the safety of people's lives and property and the State, the Prime Minister requested leaders of coastal provinces and cities from Quang Ninh to Quang Ngai to closely monitor the storm's developments; direct and deploy the work of counting, guiding, and ensuring the safety of ships and vehicles (including tourist boats) operating at sea to proactively escape from dangerous areas or return to safe shelters.
Localities also need to prepare forces and means to promptly rescue when required.
For the provinces and cities in the North and North Central regions, the Prime Minister directed provincial leaders to update and promptly inform people about natural disasters so that they can proactively respond.
In particular, the Prime Minister requested localities to review and prepare plans to evacuate households in dangerous areas, especially coastal areas and areas at high risk of landslides, flash floods, and deep flooding to safe places.
Localities need to have plans to support temporary accommodation, food, and necessities for evacuated people, ensure stable lives for people, and at the same time have plans to ensure safety for tourists on islands and coastal areas.
The Prime Minister directed leaders of provinces and cities to be ready to deploy forces to guard and control people and vehicles passing through culverts, spillways, deeply flooded areas, areas with strong currents, landslides or areas at risk of landslides, and to resolutely not allow people and vehicles to pass through if safety is not ensured.
"Do not let any unfortunate human losses occur due to carelessness or subjectivity; arrange forces, materials, and means to overcome incidents and ensure smooth traffic on main traffic routes when heavy rain occurs," the Prime Minister's dispatch stated.

The head of the Government sent Deputy Prime Minister Tran Hong Ha to be present at the scene to direct rescue work.
At the same time, the Prime Minister requested the Ministry of National Defense to preside over and coordinate with the Ministry of Public Security and relevant ministries, agencies and localities to focus on finding all measures and mobilizing forces and means operating near the area of the shipwreck to urgently search and rescue as quickly and effectively as possible.
On the other hand, according to the Prime Minister, it is necessary to investigate and clarify the cause of the incident, strictly handle violations (if any); review and inspect all procedures in ensuring maritime safety, organize lessons learned, and immediately overcome limitations to ensure absolute safety for vehicles and ships in operation.
The Prime Minister assigned the Chairman of the Quang Ninh Provincial People's Committee to coordinate with the Ministry of National Defense, the Ministry of Public Security and relevant agencies to urgently and effectively carry out search and rescue work and overcome the consequences of the accident; promptly visit, encourage and support the families of the victims.
Local authorities also need to notify ships, boats and fishermen fishing in the area of the shipwreck to increase observation and coordinate search and rescue according to the direction of the National Civil Defense Steering Committee.
The Ministry of Construction is responsible for supporting people, vehicles, rescue equipment and necessary facilities as requested by competent authorities to respond as quickly as possible to search and rescue requests, as requested by the Prime Minister.
