On February 18, a clip was circulated on social media recording a scene where a teenage bo.y wearing a shipper shirt was being harassed while stopping his motorbike in front of a pharmacy near Vinh City General Hospital. The man in a black jacket suddenly rushed forward, continuously harassing the student in the face with loud threats. Despite trying to explain "I'm not scolding you", the teenager continued to be harassed until a woman accompanying the man intervened.

On the afternoon of February 19, Lieutenant Colonel Pham Thanh Long, Chief of Vinh City Police, Nghe An confirmed to Dan Tri reporter that this agency had issued an emergency arrest warrant and temporary detention for Dang Thai Hoang (born in 1995, residing in Vinh City) for disturbing public order. "Hoang was temporarily detained for disturbing public order," said Lieutenant Colonel Pham Thanh Long. According to the leader of Nghe An Provincial Police, the incident has caused outrage in the community, affected local security and order and needs to be strictly handled according to the law.

According to Dan Tri newspaper, the person who was interacted with was NQS, 17 years old, residing in Quang Trung ward, Vinh city, studying in grade 11 at Vinh University High School for the Gifted. At Vinh City General Hospital, S. was diagnosed with a broken nose bone. According to information, after school, S. borrowed a shipper shirt from a friend to wear home to keep warm. When S. stopped the car at the intersection on Tran Phu street, there was a slight collision with a man walking across the street. Before S. could explain and apologize, this person rushed in to show off his power.

The family took S. to Military Hospital 4 for treatment. Mr. Nguyen Van Cu, the father of the mal.e studen.t S., said that the family was very upset with the man's hooliganism and asked the authorities to handle it seriously. Notably, the moment the man in the black jacket suddenly rushed forward, interacting with the mal.e studen.t with loud threats. Despite trying to explain "I'm not scolding you", the teenager continued to be affected until a woman accompanying the man intervened. The incident caused a stir in public opinion, many people expressed their indignation and anger and asked the authorities to handle this subject seriously.

Some social media accounts claim that the woman in the incident is a relative, wife or friend of the man in the black jacket. Before the incident, Ms. Pham Phuong Thao (living in Vinh City) was the one who stopped the fight and spoke up to correct the situation.

According to Tien Phong newspaper, Ms. Thao said that she works as a parking attendant in front of the gate of Vinh City Central Park, opposite Vinh City General Hospital. At around 5:00 p.m. on February 18, Mr. Dang Thai Hoang (born in 1993, residing in Vinh City) drove his car to the parking lot and was walking across the street when he collided with a mal.e studen.t. Mr. Hoang then rushed in to bea.t up the mal.e studen.t wearing a delivery man's shirt, and Ms. Thao jumped in to stop him.

"I saw the mal.e studen.t being physically assaulted, so I ran to stop him but it was too late. At that time, the more I tried to pull the man away, the more he kept rushing in and wouldn't let me go. After a while, I was able to pull him onto the sidewalk and he calmed down," said Ms. Thao. Ms. Thao also confirmed that she was not an acquaintance, nor was she the wife or girlfriend of the man who assaulted the mal.e studen.t as falsely reported on social media.

"I have no relationship with Mr. Hoang. Seeing the injustice and worrying about the health of the person being interacted with, I ran to stop it, but at that time I didn't think much of it," Ms. Thao said. Regarding the incident, Vinh City Police issued an emergency arrest warrant and criminal detention for Dang Thai Hoang (born in 1995) for disturbing public order.
