Recently, in Vinh Phuc, an unfortunate incident occurred. Specifically, Ms. S. raised a German Shepherd and let her pet escape from its cage, causing serious injuries and the death of a young girl.
On December 25, Giao thong newspaper reported that Vinh Tuong People's Court (Vinh Phuc) publicly tried a person named PTS (born in 1987). She accidentally let her pet bite a 5-year-old child and he died. The child in the incident was identified as PDM (born in 2019).
At the trial, the representative of the deceased girl, Mr. PQ H. (M's father), asked for a lighter sentence for Ms. S. Because she had a good character and many mitigating circumstances, the Trial Panel sentenced her to 2 years and 6 months in prison. Thus, Ms. S. enjoys the leniency of the law and serves as a deterrent to households that have been raising animals, reported Dan Viet newspaper.
The incident occurred at around 7:40 p.m. on November 20, in village 3, Vinh Son commune, Vinh Tuong district, Vinh Phuc province, when 5-year-old M. was playing near her house. Two German Shepherd dogs rushed at the girl and seriously injured her. At that time, her parents were not home. It is known that the two dogs were released while S. was not there, so they could not stop them in time. S. further stated that the two dogs, one male and one female, were raised on rice and corn bran and had been vaccinated. The female dog had just given birth. On the evening of November 20, Son fed the dogs and let them go to the toilet without muzzling them, which led to the unfortunate incident above.
Although the girl received timely emergency care, she could not survive due to the severity of her injuries. "When the child was bitten by the dog, her parents were working on the family's snake farm. At that time, two German Shepherd dogs escaped from their cage and bit the child," a leader of the People's Committee of Vinh Tuong district (Vinh Phuc province) told Tuoi Tre.
At the police station, the defendant PTS expressed remorse and said: "I am very confused and panicked. I hope that when people raise dogs, they will manage them carefully to avoid causing unfortunate incidents like mine, which I will regret for the rest of my life." According to the Investigation Police Agency of Vinh Tuong District Police, the two German Shepherds have been locked up. They will be destroyed according to regulations. It is known that the two families live only a few dozen meters apart, and M. often follows her parents to the neighbor's house to play.
"After this incident, we have made announcements on loudspeakers to let people know. Households that raise dogs need to manage their dogs well during the raising process, muzzle them when going out, and vaccinate them fully to ensure safety," said Mr. Ha Van Cuong (Vice Chairman of Vinh Son Commune People's Committee, Vinh Tuong District, Vinh Phuc).
100% of cases of dogs causing injuries to people are due to human error, especially the dog owner. Therefore, in order to raise some particularly fierce and potentially life-threatening dog breeds, the owner must have the necessary knowledge about that fierce dog breed in order to manage, control and raise it best; have the skills to control fierce dogs. Otherwise, heartbreaking incidents will still happen if the dog owner is still subjective, careless and irresponsible.
Based on the above reality, the People's Committee of Vinh Phuc province requested the People's Committees of districts and cities to establish a steering committee or working group; each commune, ward and town established a working team (concurrently serving as security and civil defense) to daily patrol, handle and capture stray dogs outside households without leashes, without muzzles, and without direct management.
Households and dog owners are required to strictly register and declare their dogs, keep them in their homes, and not let them roam freely, especially in urban areas and densely populated areas. When letting dogs out on the street, they must be leashed and muzzled to prevent them from biting people and causing traffic accidents.
Request the People's Committees of districts and cities to direct the People's Committees of communes and wards to organize accurate statistics on the number of dogs raised, establish a dog monitoring book for strict management according to regulations. Request the Department of Agriculture and Rural Development to preside with the Department of Justice and other departments, branches, and People's Committees of districts and cities to propose to the Provincial People's Committee to issue unified regulations on the management of dog and cat raising in the area...
