Regarding the incident at the Rose Shelter, the authorities worked with a number of nannies and Ms. Giap Thi Song Huong - the owner of the Rose Shelter to clarify information about the case.
According to the declarations of the people involved, most of the children at the shelter were abandoned, their mothers were born but did not have the conditions to raise them, so the shelter adopted them. In addition, many children whose parents are workers and workers in the surrounding area send them to shelters, bring them in the morning and pick them up in the afternoon.

Recently, the People's Committee of District 12 has just reported the results of handling the case related to the Rose Shelter case in Trung My Tay Ward, District 12.
Accordingly, the Rose Shelter social assistance facility is located in Quarter 2, Trung My Tay Ward, District 12; was established under Decision No. 917/GPHD dated 7-7-2023 of the Department of Labor, War Invalids and Social Affairs of District 12.
The legal representative of the Rose Shelter is Ms. Giap Thi Song Huong. The licensed function of the Rose Shelter is to help and nurture disadvantaged children, abandoned children, orphaned children, and wandering children. The licensed care scale is no more than 39 children.
After the press reflected on the situation of children being treated "inhumanely" being raised here, the People's Committee of District 12 set up working groups to check and verify. As a result, at the time the working group came to do the task, 86 children were present. In which, 15 infants, 36 children from 1-2 years old, 31 children from 3-5 years old are studying at Soc Bong Kindergarten, 3 children are from 6-12 years old and 1 child is being treated at the hospital. There are 15 staff serving at the Rose Shelter.
"Comparing the Establishment Decision No. 917/GPHD dated July 7, 2023 of the Department of Labor, War Invalids and Social Affairs of District 12, the Rose Shelter has a maximum allowable scale of 39 children, however, the Rose Shelter has violated the regulations on receiving and caring for 86 children (exceeding 47 children)" - District 12 People's Committee informed.
The People's Committee of District 12 said that from the time of establishment until now, the People's Committee of District 12 has directed the Department of Labor, War Invalids and Social Affairs to coordinate with relevant units to organize the inspection of the Rose Shelter 2 times. Accordingly, the first time in November 2023 and the second time in April 2024. The Fatherland Front Committee of District 12 will also carry out supervision at this shelter in July 2024. At the same time, the Ward People's Committee conducts regular inspections at the facility.
"Through inspections and supervision, it was recorded that the Rose Shelter kept 39 children in accordance with the content of the license" - the People's Committee of District 12 affirmed.
The People's Committee of District 12 has directed the issuance of a decision to suspend and revoke the operation license of the Rose Shelter.
Previously, on the afternoon of 4-9, the Department of Labor, War Invalids and Social Affairs of Ho Chi Minh City held a press conference, providing information related to the incident at the Rose Shelter. Deputy Director of the Department of Labor, War Invalids and Social Affairs of Ho Chi Minh City Nguyen Tang Minh assessed that the incident at the Rose Shelter "is of a nature, serious violations of children's rights"; "The violation of the law is very serious". The Department will strengthen the inspection of public and non-public social protection facilities to ensure the safety of children being raised here.
Mr. Nguyen Tang Minh also assessed that the People's Committee of District 12 had loosened management, which led to the heartbreaking incident at the Rose Shelter.
Also related to the case, on the afternoon of September 4, the local authorities coordinated to take the children to Tam Binh Child Protection Center, Thu Duc Youth Village, Go Vap Child Protection Nurturing Center to continue care, then will consider handling the next direction.
