Immediately after the incident of a 4-year-old girl at Thien Huong Kindergarten (Thuy Nguyen City, Hai Phong) being kidnapped by a stranger caused panic, the Hai Phong Department of Education and Training issued an urgent directive to all levels of education, especially preschool and primary schools.

Accordingly, the Department of Education and Training of Hai Phong requires schools to coordinate with authorities to tighten control and monitor visitors to the unit for work, strictly follow the schedule of unit leaders and security guards, and ensure that no strangers appear in the unit.

Schools need to increase the use of security camera systems, student management applications or high-tech surveillance equipment to improve management efficiency.

The Department requires units to review and strengthen communication between schools and students' families; ensure that information channels between schools and parents are always open.

In addition, schools need to publicize hotlines to receive and promptly handle information related to school security, safety and school violence. Promote and provide information about the National Child Protection Hotline 111 (available 24/7 and free calls).

Schools need to coordinate with the Parents' Association to promote awareness so that parents clearly understand their responsibilities in caring for, educating and protecting their children. Organize thematic activities to promote awareness for parents against sophisticated tricks such as: impersonating law enforcement agencies, relatives, school boards, teachers calling to report false information.

At around 4pm on January 13, a woman between 20 and 25 years old entered Thien Huong Kindergarten and asked the teacher to let her pick up her child NTM (4 years old). Because M’s mother often hired someone to pick her up after school, the teacher was complacent and agreed to let the stranger go.

At the end of the school day, the child's mother texted the teacher to ask if anyone had picked up the child. The teacher said a girl with glasses was there to pick her up. The mother quickly called her family to check if anyone had picked up the child, but the family confirmed that no one had picked up the child. The incident was reported to the police.

At 3:00 p.m. on January 14, while shopping on Luong Khanh Thien Street (Ngo Quyen District, Hai Phong City), Ms. Nguyen Tam saw a girl wearing the same shirt as the suspect who kidnapped the 3-year-old girl that the police were looking for.

A day before, she had followed the incident on social media and judged that this person was a suspect. She quickly turned off her motorbike, got off to block the girl, and quickly pulled the child towards her.

"I noticed something unusual so I quickly held the person back and held the baby to check if she had any injuries," said Ms. Tam. At the same time, people immediately ran to hold the girl, gathering at the scene.

According to Ms. Tam, the girl suspected of kidnapping children did not react when she was detained. The girl was dressed in scanty clothing and cried in panic when she was held by a stranger and saw many people surrounding her. An older man took the child into his house, gave her water, and stopped her crying. People called the police and the child’s mother, repeatedly asking the girl to take off her mask and tell them what happened.

After about 10 minutes, the authorities arrived and took the suspect to the police station to confess. Ms. Tam was also invited to testify. "The child's mother and grandmother thanked them, but I think this is the right thing to do. Anyone in this situation would have done the same," Ms. Tam said.

The police identified the woman who took the child away as Dong Thi Ha Thu (born in 2007, resident of Hoang Lam ward, Thuy Nguyen city). She showed signs of depression. The police detained Thu for investigation and to determine the motive for the incident. The teacher who looked after child M's class was also temporarily suspended from work.
