Immediately after the incident of a 4-year-old girl at Thien Huong Kindergarten (Thuy Nguyen City, Hai Phong) being kidnapped by a stranger caused panic, the Hai Phong Department of Education and Training issued an urgent directive to all levels of education, especially preschool and primary schools.

A day before, she had followed the incident on social media and judged that this person was a suspect. She quickly turned off her motorbike, got off to block the girl, and quickly pulled the child towards her.
"I noticed something unusual so I quickly held the person back and held the baby to check if she had any injuries," said Ms. Tam. At the same time, people immediately ran to hold the girl, gathering at the scene.
According to Ms. Tam, the girl suspected of kidnapping children did not react when she was detained. The girl was dressed in scanty clothing and cried in panic when she was held by a stranger and saw many people surrounding her. An older man took the child into his house, gave her water, and stopped her crying. People called the police and the childâs mother, repeatedly asking the girl to take off her mask and tell them what happened.
After about 10 minutes, the authorities arrived and took the suspect to the police station to confess. Ms. Tam was also invited to testify. "The child's mother and grandmother thanked them, but I think this is the right thing to do. Anyone in this situation would have done the same," Ms. Tam said.
The police identified the woman who took the child away as Dong Thi Ha Thu (born in 2007, resident of Hoang Lam ward, Thuy Nguyen city). She showed signs of depression. The police detained Thu for investigation and to determine the motive for the incident. The teacher who looked after child M's class was also temporarily suspended from work.
