According to the indictment, in 2015, Pham Van Cung organized a cultural program at Phuoc Quang Pagoda to mobilize Buddhists and sponsors to contribute money to support the Fountain Center. At that time, Pham Van Cung invited female singer H. to participate in a cultural program, then regularly contacted each other.
In 2020, Pham Van Cung arose the intention to appropriate Mrs. H.'s money, so he went directly to the house of this female singer. Here, Cung said that he knew that singer H. had a friend in the UK who wanted to return to Vietnam to settle legally.
Cung also said that H. is in need of help with the procedures. At this time, Pham Van Cung "exploded" himself as "secret agent", "intelligence", often sent abroad... Pham Van Cung also said that he knew many high-ranking leaders. Pham Van Cung also gave gifts and forged documents to send to singer H. to create trust.
According to the indictment, practically all information, pictures and papers sent by Pham Van Cung to singer H. are fake. Pham Van Cung does not know anyone, nor does he have the conditions or ability to bring his friend singer H. to Vietnam to settle down as he said. However, during the conversation, Cung said he could help singer H.
Pham Van Cung asked female singer H. to pay the cost of 1 million USD and to transfer 50% in advance. Believe it, singer H. has transferred more than 13 billion VND to Cung. This amount, Cung transferred to the account of defendant Le Nguyen Khoa more than 9 billion VND.
After that, Khoa continued to transfer to 68 other people and used more than 100 million VND for personal consumption. The total amount of money Pham Van Cung performed fraudulent acts to appropriate singer H. is more than 13 billion.

He texted Mrs. P. saying that he owed 7 billion dong and had to flee to China. For her to believe, he also sent a picture of himself hiding in the woods with foggy trees. Mrs. P. without any doubt, transferred the money to Cung. After that, she was also cheated by him for another 4.5 billion dong. Cung's tactic is still "lack of debt, so run away".
With TTAH victims (German overseas Vietnamese), Cung invited her to visit Suoi Nguoi Tinh Thuong Orphanage and repeatedly pretended to complain of difficulties and lack of money to feed the children here to ask for her help. The supply "borrowed" her more than 7 billion dong.
The victim of natural disasters (Hanoi) said that she was lured by Mr. Cung to take a total of about 30 billion VND.
