At the 8th session held on October 21, the 15th National Assembly elected Standing member of the Secretariat Luong Cuong to hold the position of President for the 2021-2026 term. The resolution on the election of the President has just been passed by the National Assembly.
At 4:30 p.m. on October 21, Vice Chairwoman of the National Assembly Nguyen Thi Thanh presented the Resolution on the election of Mr. Luong Cuong as President for the 2021-2026 term.
As a result of the vote, 440/440 National Assembly deputies (91.67% of the total number of National Assembly deputies) present voted in favor. With this result, Mr. Luong Cuong officially became President of the Socialist Republic of Vietnam for the 2021-2026 term.
The oath-taking ceremony was started by General Luong Cuong at 4:38 p.m. In the solemn atmosphere at Dien Hong Hall, Party and State leaders and National Assembly deputies stood up to witness the oath-taking ceremony of the new President.
"Under the sacred red flag with yellow star of the Fatherland, before the National Assembly and the people and voters of the whole country, I, Luong Cuong, President of the Socialist Republic of Vietnam, swear: To be absolutely loyal to the Fatherland, to the People, to the Constitution of the Socialist Republic of Vietnam, to strive to fulfill well the tasks assigned by the Party, State and People," Mr. Luong Cuong swore.
Immediately after the oath-taking ceremony, the newly-elected President Luong Cuong delivered his inaugural speech. He expressed his emotion, honor and a clear sense of great responsibility before the Party, State and people when being trusted and elected by the National Assembly to hold the position of President of the Socialist Republic of Vietnam.
New President Luong Cuong also did not forget to thank the Party Central Committee, the Politburo, the Secretariat, General Secretary To Lam and other Party and State leaders for trusting and recommending him to take on this noble responsibility.
At the same time, express our respect and infinite gratitude to President Ho Chi Minh; deeply appreciate the great contributions of predecessors, revolutionary veterans, heroic Vietnamese mothers, heroes, martyrs, wounded and sick soldiers, compatriots, comrades and people nationwide who have strived, were ready to sacrifice and make sacrifices so that our country can have the foundation, potential, position and international prestige as it is today.
President Luong Cuong was born in 1957 and is from Duu Lau ward, Viet Tri city, Phu Tho province. He is a member of the 13th Politburo; Secretary of the Party Central Committee, 12th and 13th tenures (since May); member of the Party Central Committee, 11th, 12th and 13th tenures; and a delegate to the 15th National Assembly.
More than 5 months ago, while serving as Director of the General Department of Politics of the Vietnam People's Army, Mr. Luong Cuong was assigned by the Politburo to join the Secretariat and hold the position of Standing Secretary of the Secretariat.
It is known that President Luong Cuong has a Bachelor's degree in Party Building and State Administration. He started out as a personnel assistant, Deputy Regiment Commander of several units, and then Deputy Director in charge of personnel, General Department of Politics of the Vietnam People's Army.
From 2003 to 2006, he held the position of Deputy Commander for Politics and Secretary of the Party Committee of the 2nd Army Corps. In early 2006, he was promoted to the rank of Major General. After that, he served as Political Commissar of the 2nd Army Corps for more than a year. In 2009, he was promoted to the rank of Lieutenant and held the position of Political Commissar of Military Region 3 from January 2008 to May 2011.
At the end of 2014, Mr. Luong Cuong was promoted to the rank of Senior Lieutenant General and held the position of Deputy Director of the General Department of Politics of the Vietnam People's Army for more than 4 years, from June 2011 to December 2015. In early 2019, he was promoted to the rank of General.
During the period from May 2016 to January 2021, Mr. Luong Cuong was a General; Director of the General Department of Politics of the Vietnam People's Army; Director of the Central Military Commission's Inspection Commission; Member of the Central Steering Committee on Anti-Corruption; Member of the Central Internal Political Protection Subcommittee.
In May 2024, the Politburo assigned General Luong Cuong to join the Secretariat and hold the position of Standing Secretary of the Secretariat. On October 21, 2024, at the 8th Session, the National Assembly elected General Luong Cuong, Standing Secretary of the Secretariat, to hold the position of President for the 2021-2026 term.
