On the buses bringing people back to their hometowns to celebrate Tet, there are often more visitors than the regulations, even double the number of seats. This caused many passengers to sit crowded together, many of whom also accepted to stand on the bus to be able to go home as soon as possible.

However, for material benefits, many drivers and car owners still defy the prohibition, deliberately cramming passengers into cars to make a profit. This not only directly affects the health of passengers, service quality but also poses a high risk of traffic safety.

On the evening of February 5, the police of Hai Phong city said that the Quang Trung Traffic Police Station (Traffic Police Department of Hai Phong City Police) has just made a record of administrative sanction, fining a passenger car of Thuan Thao garage VND 20 million for carrying twice the prescribed number of people.

Previously, at 23:45 on February 4, at km 12 500, National Highway 10, section of Quang Trung commune, An Duong district, Hai Phong city, the force of Quang Trung Traffic Police Station inspected the control plate passenger car 18B-025.38, a 41-seater vehicle, driven by driver Vu Van Tiep (also the owner), running fixed route Hai Hau district (Nam Dinh province) - Mong Cai city (Quang Ninh province), belonging to Thuan Thao garage.

Through inspection, the police force found that the car was carrying 81 people, double the prescribed number of people, seriously violating traffic safety regulations.

The Quang Trung Traffic Police Station then made a record of administrative violations, fined 20 million VND and forced the garage to transfer passengers to other vehicles in accordance with regulations. At the same time, the unit also requires the driver to commit not to reoffend.

According to the police of Hai Phong City, the closer to the Lunar New Year, the higher the travel demand of people, the risk of passenger buses carrying more than the prescribed number of people will increase. In addition to strengthening control, the city police also asked residents to report violations of the garage and traffic situation through the phone number 0918526555 of Colonel Bui Trung Thanh - Deputy Director of Public Security and Deputy Director of the City Traffic Safety Department.

The fact that passenger buses carry too many people not only directly affects the health of passengers, service quality but also poses a high risk of traffic safety.

Article 23 of Decree 100/2019/ND-CP stipulates a fine of VND 400,000-600,000/person exceeding the permitted carriage regulations of the vehicle, but the maximum total fine does not exceed VND 75 million for owners of personal vehicles and a fine from VND 800,000 to VND 1.2 million/person exceeds the permitted carriage regulations of the vehicle but the maximum total fine does not exceed 150 million VND for vehicle owners is the vehicle delivery organization.

In addition to a fine, the driver may be subject to an additional sanction of deprivation of the right to use a driver's license for 1-5 months, depending on the seriousness of the violation.
