Mr. Lam was arrested under a wanted notice dated 12-12-2006 of the Ba Ria-Vung Tau Provincial Police. The victim who was raped by Lam later became pregnant and gave birth to a child. O.'s family reported it to the police. On April 12, 2006, the Tan Thanh District Public Security Bureau issued a decision to prosecute a criminal case of "child rape". After that, the case was transferred to the police of Ba Ria-Vung Tau province for investigation according to its competence.

During the investigation, Mr. Lam fled from the locality, so the Police Investigation Agency of Ba Ria-Vung Tau Province issued a wanted decision. After more than 15 years of hiding, Mr. Lam was arrested while working as a fisherman for a resident in Ly Nhon commune, Can Gio district, Ho Chi Minh City.

According to the ongoing events on social networks, recently, a leader of the People's Committee of Luong Vuong commune (Tuyen Quang city) said that a boy was attacked by a fierce dog in the area.

The incident happened at about 10 am on December 18, the child who was bitten by the dog was T.D.P. (2 years old, living in village 9, Luong Vuong commune, Tuyen Quang city). Immediately after the incident, P. was taken to the emergency room at the General Hospital of Tuyen Quang province.

Regarding the above incident, information from Tuyen Quang General Hospital said that on December 18, the hospital received pediatric patient T.D.P. (2 years old, living in village 9, Luong Vuong commune, Tuyen Quang city) came to the emergency room with many complicated injuries to the head, arms, hands and many other parts. After giving first aid and rabies vaccination, the doctor performed emergency surgery on the child. Currently, P. has passed the critical period. Authorities said the dog that caused the incident belonged to a neighbor near the victim's home.
