Recently, the Police Investigation Agency of the Ministry of Public Security has completed additional investigation conclusions related to Mr. Tran Qui Thanh (born 1953) and his two daughters, Tran Uyen Phuong (born 1981) and Tran Ngoc Bich (born 1984). ). Accordingly, all three remain indicted for the crime of "Abuse of trust and appropriation of property".

According to this conclusion, the police believe that the amount of money appropriated by Mr. Thanh and his son in the case is more than 1,000 billion VND, instead of more than 700 billion VND as originally concluded.

Specifically, Ms. Dang Thi Kim Oanh (chairwoman of Kim Oanh Dong Nai Company and Thuan Loi Company). Ms. Oanh bought 2 projects: Minh Thanh Dong Nai and Nhon Thanh Dong Nai. By 2019, due to difficulties, Ms. Oanh met Mr. Tran Qui Thanh to borrow 500 billion VND but was required to make a transfer contract for the above two projects; When payment is made, it will be refunded. Therefore, Ms. Oanh's group quickly completed the procedures to transfer assets to Tran Uyen Phuong and Tran Ngoc Bich under the direction of Mr. Tran Qui Thanh.

However, in 2020, Ms. Oanh asked to take back the projects, but Mr. Thanh did not agree, so the female tycoon decided to file a complaint.

According to the investigation agency, Mr. Tran Qui Thanh took advantage of loans to appropriate the above two projects, causing damage to Ms. Dang Thi Kim Oanh of nearly 900 billion VND. Furthermore, Mr. Thanh also appropriated 35 plots of land from 3 other individuals, including 29 plots of land belonging to Mr. Nguyen Van Chung; 4 plots belong to Mr. Lam Son and 2 plots belong to Mr. Nguyen Huy Dong.

The investigation agency also pointed out the tricks that Mr. Tran Qui Thanh and his father used in deceiving and appropriating property. Specifically, when the borrower fully fulfills its obligation to repay principal and interest, Mr. Thanh and his son will use deceitful tricks such as finding unreasonable reasons to refuse payment or not return the loan. property, claiming that the property owner violated the contract terms and therefore lost the right to repurchase... or creating other reasons such as: forcing the property owner to pay more money, not allowing individual payments but forcing pay the entire principal... The goal is that if the property owner cannot do so, Mr. Thanh and his son will not be charged with intentionally not paying or appropriating the property.

According to the investigation agency, up to now there have been enough documents and evidence to prove Mr. Tran Qui Thanh's criminal behavior. Therefore, the investigation agency recommends that defendant Tran Qui Thanh be treated with a strict sentence before the law for education, deterrence, and general prevention.

As for the two defendants, Tran Uyen Phuong and Tran Ngoc Bich, they were accomplices who assisted and followed the instructions of their father, defendant Tran Qui Thanh. During the investigation, both defendants did not admit to helping Mr. Tran Qui Thanh lend money, only declaring that they were buying and selling assets and shares. However, the investigation agency has held enough evidence and documents to prove the criminal acts of these two defendants.

However, according to the investigation agency, the two defendants Tran Uyen Phuong - Tran Ngoc Bich will have extenuating circumstances due to their good character, first time crime, participation in operating businesses that contribute to economic development - society, creating jobs for thousands of workers; The violation of the law was due to following the direction of Mr. Tran Qui Thanh.
