It is known that in recent days on social networks, a picture of a foreign male tourist holding a sign asking for money written in Vietnamese has been spread, standing in some central streets in Thanh Khe district, Da Nang city. with the content: "I am traveling without money. Please support my trip".
These not-so-beautiful images were spread on social networks, along with the information shared about "foreigners asking for money" that surprised public opinion, residents and visitors in Da Nang City. One question: Because, Da Nang city government famously said no to the situation of people begging on the street. More specifically, this is the case of foreigners.
Soon after, the Da Nang Department of Labour, Invalids and Social Affairs stepped in and verified and clarified that this male tourist had a tourist visa in Vietnam until March 14. According to records, in the last few days, this male tourist went to beg for money during the day, and at night, he went to some bars in the area.
Worth mentioning, the staff of the Da Nang Department of Labour, Invalids and Social Affairs previously worked with this tourist when he discovered the incident and asked for money and mentioned support. However, this person did not answer. And on March 3, when the incident was discovered, the Department staff made a reminder and the tourist did not appear anymore. Besides, the quick handling team of the Danang Department of Tourism also approached the male tourist, asking if he needed any assistance, but the male tourist said he didn't need support and then left quietly.
For the case of vagrants begging for food, the functional departments of Da Nang city will verify, if there is no labor force, they will be put into social protection centers. Particularly in this case, it is a foreigner, so the first point of view is to remind and explain.
"The Department of Labor, War Invalids and Social Affairs of Da Nang City has asked districts to monitor, if it is discovered that this foreign tourist continues to appear, holding a request for money, affecting security, image and tourism environment of the city. Da Nang will report the information to the Immigration Department of Da Nang City Police, the Department of Foreign Affairs and related sectors to jointly handle it," the leader of the Da Nang Department of Labour, Invalids and Social Affairs confirmed.
Tourists who often rely on the sympathy of locals to ask for money for their trip are called "bagpackers". This is a compound word between the verb beg (beg, beg) and the noun backpacker (backpacker), according to the Macmillan Dictionary. Some people choose to bring a sign asking for help in the local language to ask for money. Others make money by busking or selling small items. More simply, many beggar travelers take advantage of the Free Hugs movement to pay for their trip. They just need to go to a public place, put up a sign saying "Free Hugs" and ask for money. Locals can pay whatever they want per hug.
They often choose destinations as Asian destinations such as Vietnam, Thailand, Hong Kong ... A study by the Hong Kong Polytechnic University explains that Hong Kong in particular and Asian destinations in general have become destinations. The main destination of beggar tourists because of its favorable geographical location, simple visa policy and generosity of the locals.
After Covid 19, the return of beg packers when destinations open for tourism is becoming a big problem in Asia. One Twitter user called the tourists "shameless beggars". "They are back. They are even making money in one of the poorest areas of the city. These are professional and shameless beggars," this person wrote.
However, from the perspective of a begpacker who has traveled for more than 10 years across Europe, South Asia and the Middle East by performing street performances, he does not consider himself a beggar. This person told ABC News that any form of making money that requires labor is not begging, such as performing street art.
Recently, in Duong Dong ward, Phu Quoc city, Kien Giang also appeared 3 foreign men holding signs asking for money. On the cardboard is written in Vietnamese: "Hello, we are from Russia. We have been traveling without money for 5 years now. Please support our journey. Thank you". Currently, Kien Giang province authorities have set up a working group to Phu Quoc to find out about this case.
