Can Tho: Prosecuting a person who impersonated a police officer and cheated on women of their money

After buying fake ID cards and police uniforms on social networks, Nguyen Van Tuan (residing in Can Tho) used them to impersonate a police officer, scamming money from many local girls and in Ho Chi Minh City.

On April 12, the Police Investigation Agency of Vinh Thanh District Police, City. Can Tho has decided to prosecute the defendant and execute an arrest warrant for Nguyen Van Tuan (born in 1986, residing in Thanh An town, Vinh Thanh district, Can Tho city) for fraudulent appropriation of property.

According to initial investigation results, Nguyen Van Tuan does not have a stable career. In March 2023, Tuan went on social networks to buy a People's Police uniform with the rank of Lieutenant Colonel and a fake police card for about 1.6 million VND. After that, Tuan dressed in a police uniform, took pictures and posted them on his personal TikTok account called "2Gach2sao".

Through the social network TikTok, Tuan made friends and texted and chatted via the Za.lo application with Ms. VTTH (residing in Ho Chi Minh City). To build trust with Ms. H., Tuan took many photos of himself wearing the People's Police uniform along with pictures of number 8 handcuffs, guns and three-piece sticks.

After many conversations and meetings, Tuan told Ms. H. that he was studying for a master's degree in the People's Public Security, had to borrow money from the bank to go to school and needed money to repay the loan, so he was having financial difficulties. Believing Tuan's words, Ms. H. transferred money to Tuan 9 times with a total amount of 227 million VND.

With a similar method, Tuan defrauded 14.5 million VND from Ms. LTTT, who is also living in Ho Chi Minh City.

For a single woman in Ho Chi Minh City, after many intimate meetings, she had feelings for the fake lieutenant colonel. At this time, Tuan told his "lover" that he was studying for a master's degree in the People's Public Security, had to borrow money from the bank to cover expenses, and needed money for maturity. Believing his words, the woman transferred money to Tuan 9 times, a total of more than 220 million VND.

After waiting for a long time, Tuan did not pay, but still evasive. This woman investigated and discovered that the lieutenant colonel was lying and reported it to the police.

The investigation agency determined that Tuan also swindled money from at least one other woman in Saigon, calling on victims to report and coordinate the investigation.

Searching Tuan's residence, the police confiscated many fake documents such as citizen identification cards, driver's licenses, police cards, and 2 air guns that shoot lead bullets.

Based on the documents and evidence collected, the Police Investigation Agency of Vinh Thanh District Police found signs of fraudulent property appropriation crimes, so they coordinated with the People's Procuracy. The district served the decisions to prosecute the case, prosecute the defendant, arrest and detain orders, and searched Tuan's residence.

The authorities confiscated many fake documents such as citizen identification cards, driver's licenses, police cards, and two air guns that shoot lead bullets.

Previously, in 2019, Nguyen Van Tuan was fined an administrative violation of VND 4 million by Vinh Thanh District Police for using support tools against regulations and illegally storing and using websites. uniforms, insignia, badges, and identification numbers reserved for the People's Public Security force.

Currently, the case is being investigated and clarified by the authorities according to the provisions of law.
