C00 group admission case: schools reopening admissions, candidates 'sweating'?

Speaking to the press, Mr. Do Ngoc Anh - Director of the Center for Communication and Admissions of Hanoi Open University - said that the school has just decided to add the C00 group (literature, history, geography) for 3 majors, including law, economic law, and international law.

In addition, candidates can apply for admission with the same combinations announced in February, including D01 (math, literature, English), C01 (math, literature, physics), C03 (math, literature, history), C14 (math, literature, economic education and law).

According to Mr. Ngoc Anh, using the existing admission combinations with 2 basic subjects of math and literature and adding combination C00 will create opportunities for many candidates to be admitted to the school. Previously in February, Hanoi Open University announced admission information, deciding to stop considering the combination of 3 subjects of literature, history, geography, for the majors of law, economic law, and international law. The reason is that during the training process, the school realized that the admission combinations in a major need to have certain similarities in the input of students.

Also this morning, the Admissions Council of the University of Social Sciences and Humanities (Vietnam National University, Hanoi) finalized the university admission plan for 2025, deciding to add the C00 combination (literature, history, geography) to 17 majors that the school had previously announced to remove this combination.

The move was made by the University of Social Sciences and Humanities after reactions from candidates about the school suddenly removing the C00 combination (literature, history, geography) in 17 majors, causing candidates to worry as the high school graduation exam is approaching; the Ministry of Education and Training requested universities to review the admission combination to ensure the rights of candidates.

In 2025, Hanoi Open University plans to enroll 4,140 students in 21 training majors. The school uses admission methods, including direct admission; review of academic records; review of academic records or high school graduation exam scores combined with aptitude test scores; review of HSA competency test results, TSA thinking; review of 2025 high school graduation exam scores.

Hanoi Open University does not use the results of foreign language exemptions in the high school graduation exam for admission; the school converts foreign language scores for candidates with international foreign language certificates valid as of August 14.

Previously, many schools suddenly changed their university admission combinations close to the high school graduation exam. The Ministry of Education and Training required universities to be accountable for the changes.

The Ministry of Education and Training has sent an official dispatch to universities/academies, requesting them to review and publish enrollment information for undergraduate and college levels in early childhood education. The Ministry said that in recent days, the press and candidates have reported that some universities have published incomplete enrollment information, with some information changing, causing anxiety and passivity for candidates.

To provide complete information on enrollment in 2025, the Ministry requires educational institutions to strictly follow the regulations and enrollment guidelines of the Ministry of Education and Training. The Ministry requires schools to review the methods and admission combinations in accordance with the programs, majors, and groups of training majors for each method to ensure fairness; not affecting the rights of candidates, especially at the present time when candidates have completed registration for the 2025 high school graduation exam.

An education expert said that it is reasonable and necessary for universities to reduce or eliminate admission to block C (literature, history, geography) in the context of the 2018 General Education Program and the new high school graduation exam from 2025.

Diversifying subject combinations, especially adding math and English, helps select candidates with a comprehensive knowledge base, meeting the requirements of modern fields of study and the trend of internationalization.

"The biggest problem lies in the late announcement by universities. Announcing the change in admission combinations just one month before the exam has caused confusion and great disadvantage for thousands of candidates who have focused on studying for block C since the beginning of high school, making it difficult for them to cope in time," he said.
