19 days after surgery, driver Trung - who hit and killed a female student in Vinh Long and was shot by the victim's father - is stable but paralyzed on one side, with a "low chance of recovery" prognosis.

"Patient Nguyen Van Bao Trung can breathe on his own but is not conscious, not communicating; opens his eyes when called but shows no signs of recognizing speech, cannot talk," the doctor said, adding that Trung is completely paralyzed on the right side of his body. All personal activities depend on caregivers.

Trung is currently feverish and is being monitored by doctors, treated with antibiotics and anti-infective drugs. If the fever is controlled within the next 5 days, the patient will be discharged to continue home care. Doctors say it will take until the third month after the injury to determine the extent of full recovery.

"However, with such severe brain damage, the possibility of this patient recovering to be able to communicate is low," the doctor said.

According to medical records, Trung, 33 years old, was shot with a homemade gun, the bullet penetrated the right forehead, causing many bone fragments, damage to brain parenchyma and cerebral axilla, and also caused contusion, hemorrhage and hematoma in the third ventricle. The bullet was surgically removed, CT scan results showed that there were still many tiny bullet fragments in the patient's brain, and the treatment of these fragments would take a long time.

Trung was shot by Nguyen Vinh Phuc, 42, the father of the female student who was hit and killed by a truck driven by Trung. The incident happened on April 28, after the People's Procuracy of Tra On district and Vinh Long province rejected the complaint about the traffic accident. The police agency said that Phuc held a pistol and shot Trung, then ran a distance and shot himself. Local authorities arrived at the scene and took Phuc and the victim to the hospital in Can Tho for emergency treatment, confiscating the homemade gun. By the evening of the same day, Phuc died due to severe injuries, while Trung continued to be treated at the hospital.

Previously, on the morning of September 4, 2024, Trung drove a truck from Vam Vong commune to Vinh Xuan commune, Tra On district. When he saw the pickup truck in front stopped on the right side, Trung turned on his signal light and crossed to the left lane to pass. At the same time, three female students were riding their electric bicycles in the opposite direction. One student in front spotted Trung's truck and stopped because the road was narrow. On May 2, after reviewing the records, the Supreme People's Procuracy stated that the decisions to reject the appeal did not ensure legal grounds. A day later, the Vinh Long Provincial People's Procuracy agreed with this view, determining that Trung had avoided and overtaken the vehicle without ensuring safety when there were obstacles and oncoming vehicles ahead. This behavior violated the Road Traffic Law and showed signs of the crime of Violating regulations on road traffic participation.

On May 7, Vinh Long Provincial Police initiated a criminal case under Article 260 of the Penal Code. The investigation agency determined that driver Trung's swerving to the left to overtake was the main cause of the accident.

Currently, the investigation agency has not prosecuted the suspect and is continuing to consolidate the case file. At the same time, the Board of Directors of Vinh Long Provincial Police has directed the inspection and strict handling of officials who violated the law during the process of handling the case.
