Mercedes female driver kicks trash can onto street: Office owner, restaurant opposite is upset

After receiving a report that a woman in Nha Trang city (Khanh Hoa) kicked a trash can into the middle of the street, the locality has stepped in to verify the information.

On December 23, the leader of the People's Committee of Tan Tien Ward (Nha Trang City) said that the locality had sent officials to inspect and clarify the case of a woman in the ward who used her foot to kick a trash can into the middle of the street and then left.

Previously, a clip went viral on social media of a woman wearing yellow, repeatedly kicking a blue trash can in the middle of the street, then getting into a Mercedes and leaving.

According to the leader of Tan Tien ward, the incident happened on the evening of December 21 on Bach Dang street (Tan Tien ward). The woman who kicked the trash can is named N., residing in Nha Trang. Through investigation, Ms. N. said that the reason for kicking the trash can was because someone had placed the trash can in front of this woman's house many times.

Ms. N. once petitioned the neighborhood association and the government about the homeowner opposite placing trash bins in violation of regulations.

Receiving Ms. N's complaint, Tan Tien Ward People's Committee sent staff to check the camera, thereby determining that before the time of the "trash can kicking" clip, an environmental worker arbitrarily moved the trash can from the house opposite to Ms. N's house.

The local authorities have contacted the environmental company for a solution. In addition, the ward will also remind Ms. N. about her offensive action of kicking the trash can. Through discussion, Ms. N. admitted that she was the woman in the clip using her foot to push the trash can into the middle of the street, causing a stir in public opinion in recent days.

"The restaurant across the street often brings trash to my house. I have reported the incident to the authorities many times. That day, when I was on my way home, I saw it and kicked it over so the restaurant's janitor could pick it up. No one is happy to see trash regularly appearing in front of their house," Ms. N. shared.

The leader of Nha Trang Urban Environment Joint Stock Company confirmed that they have grasped the incident and are verifying whether the trash bin is under the management of the residents or the company. This leader said that if the trash bin is under the management of Nha Trang Urban Environment Joint Stock Company, the unit will have a direction to handle it according to regulations.

Currently, in residential areas, many people still deliberately dump garbage into their neighbors' houses, causing unsanitary conditions and environmental pollution. According to the law, this behavior can be punished depending on the nature and severity of the violation. Clause 1, Article 60 of the Law on Environmental Protection 2020 stipulates that households and individuals are responsible for minimizing and classifying domestic solid waste, collecting and transferring classified domestic waste to the right place.

Households and individuals who leave garbage outside the designated location are illegal and will be subject to administrative sanctions. Specifically, according to Clause 4, Article 7 of Decree 144/2021/ND-CP: A fine of VND 3,000,000 to VND 5,000,000 will be imposed for one of the following acts:

e) Dumping or throwing waste, dirt, chemicals, bricks, soil, stones, sand or other objects into houses, residences, people, objects, or property of others, into the headquarters of agencies, organizations, workplaces, production and business places, targets, or guard towers protecting targets. Thus, households and individuals who dump garbage into their neighbors' houses may be fined from 3 to 5 million VND.

When discovering that a neighbor has left trash on their property, the first thing people need to do is gently remind them. If they deliberately deny it, they can collect evidence by installing cameras, taking pictures, or waiting for the right moment when they leave trash in violation of regulations to directly remind them and ask them to stop leaving trash everywhere.

In case this situation continues to occur, people can complain to the competent authority with clear evidence for resolution. The act of leaving garbage in the wrong place in general and leaving garbage in the neighbor's house in particular are administrative violations in the field of security, order and social safety.
