Regarding the capsize of the Green Bay 58 ship on July 20, Colonel Hoang Van Thuyet, Quang Ninh province, said that a sudden storm accompanied by hail and strong winds, causing limited visibility, was the cause of the ship capsize.
"Only 10 minutes after receiving the information, the Border Guard sent a ship to the scene, directly rescuing people in very harsh circumstances," said Mr. Thuyet, affirming that the army responded immediately, without waiting for orders in an emergency situation.
The Political Commissar of the Quang Ninh Provincial Military Command also explained the reason for not using helicopters in the rescue operation. According to him, at the time of the ship capsize, there were hailstorms, whirlwinds and strong storms in the Ha Long Bay area, making the weather conditions extremely dangerous for aviation activities.
"Mobilizing aircraft in such conditions is very risky and needs to be carefully considered," Mr. Thuyet emphasized. Instead, local forces such as Border Guard, Army, Navy, and Coast Guard were activated and responded urgently to reach the scene in the shortest time.
According to information from Quang Ninh Provincial Police, rescue work is continuing to be deployed urgently, expanding with 28 search teams established. Forces are actively racing against time before typhoon WIPHA makes landfall to optimize response efforts, while mobilizing more participation from the Police, Army and People.
At the scene, Colonel Tran Van Phuc, Director of the Provincial Police Department, requested that units closely coordinate and speed up the search. The Director of the Provincial Police Department emphasized the need to mobilize maximum fishing boats of fishermen who are familiar with the terrain to expand the search area, and at the same time directed the Police of coastal communes and wards to increase propaganda and mobilize people to support the rescue work.
On-site investigation and technical assessment are being carried out synchronously to determine the cause of the incident, especially vehicle registration and electrical system inspection to assess related factors. If violations of operating or inspection procedures are detected, the authorities will strictly handle them according to the law.

Along with the rescue work, the authorities also urgently guided ships to move to safe shelters to avoid risks as the storm approached.
Following the incident, on the morning of July 21, authorities in Quang Ninh province discovered the body of a child drifting near Titop Island, Ha Long Bay. After verification, the body was identified as one of four missing people in the tourist boat capsize that occurred in this bay. Immediately after the discovery, the child was handed over to the hospital to carry out the necessary procedures.

According to Mr. Linh, Ms. L's family is in difficult circumstances. She herself is a small business owner and is currently renting a house in Hanoi. This year, she saved some money and took advantage of her children's summer vacation to go to Ha Long Bay with her family when the incident happened.
According to Mr. Linh, in the past few days, Ms. L has not yet recovered from her panic. Many times, even in her dreams, she still calls out her children's names.
