A source in the press said that the woman in the clip is Ms. Nguyen Thi N. (45 years old, residing in Quang Trung ward, Ho Chi Minh City. Vinh, Nghe An province). The identity of the driver of the Hyundai i10 in the above case was identified as Bui M.T (born in 1980, residing in Trung Do Ward, Vinh City).
The place where the incident occurred is on Hong Bang Street, Ho Chi Minh City. Vinh, near the apartment where the woman lived. At the police office, Ms. N. said that the cause of the incident was that she was too drunk, so she broke her clothes by herself and was not forced by anyone. When she fell out of the car, she was pulled up by the driver accompanying her. The incident occurred during the last Lunar New Year holiday.
The police confirmed that this was not a rape as many people suspected when they first saw the clip on social networks. Previously, on social networks, a clip of more than 2 minutes was circulated by the dash camera of the driver moving behind, a white 5-seater car was running on the road when suddenly the right rear door opened, and a pair of pants fell from the car.
Then, from the car, a woman without clothes fell to the road, her leg fell under the car. The driver promptly braked and stopped the car, so the woman was not run over.
After the woman sat up, put her legs out from under the car, the person inside pulled her into the car, then the car continued to circulate without closing the door. The car went for a while, the person in the car pulled the door closed, then continued to move towards the apartment.
The incident occurred at a time when there were few vehicles passing through at night, fortunately there was no traffic collision.
Analyzing from a legal perspective, a traffic expert said in the press: From the video images, it can be seen that the driver driving the car shows signs of violating 2 errors: "Opening the car door, leaving the car door open is not safe" and "Not using or using insufficient lights during the time from 6 p.m. the previous day to 6 a.m. after or when there is fog, smoke, rain...".
According to Decree 168/2024, at point q, clause 5, Article 6, the driver will be fined from 4 to 6 million VND for the act: "Opening the car door, leaving the car door open does not ensure safety". At the same time, the driver will be deducted 10 points from the driver's license. Also in Decree 168, with the error: "Not using or using insufficient lighting during the period from 6 p.m. the previous day to 6 a.m. the next day" will be fined 800 thousand to 1 million VND.
Next, on social media, a video was also circulated with a man's act of climbing out of the car. Specifically, after exiting the taxi door, the man ran across the highway to the other side of the road while many cars rushed over, then continued to climb into a truck that was stopped because of the congestion, asking the caller to call the police.
On February 5, a clip appeared on social networks recording a taxi stopped on the emergency lane of the Ho Chi Minh City - Trung Luong expressway.
Without hesitation, the man jogged across the highway to the other side of the road while many cars soared. Seeing a truck stopped because of the congestion, he continued to climb into the car with a panicked expression and asked to call the police. "I'm standing in my car, call the police to help me. Please call the police to help me," the man said.
On the other side of the road, the taxi driver also left the vehicle and stood watching the man's actions. Through verification, the incident occurred on the Ho Chi Minh City - Trung Luong highway, heading towards the West. The area where the incident occurred is in Km38, Tan An City, Long An Province.
Currently, the Ho Chi Minh City - Trung Luong expressway management unit has grasped the information about the incident and is coordinating with relevant units to investigate and clarify.
