National Highway 21 is an arterial road connecting Nam Dinh city to the coastal districts of Nam Dinh province, so the traffic is very crowded. Functional forces have channeled remotely, ensuring that traffic is not congested.

At the above meeting, Colonel Nguyen Huu Manh, Director of Nam Dinh Provincial Police, informed: at the time of the t.ai incident, Major La Van Tai, Deputy Captain of the Police Guard of Nam Dinh Provincial Police Detention Center, drove a car about 15 meters behind the accident car.

Major La Van Tai plunged into the ditch, shouted at the people and smashed the car window, promptly rescued the two injured people and took them to the emergency room, and then brought other people to the shore with the people.

The initial investigation results determined that Ms. Nguyen Thi Dung (61 years old, living in Dien Bien ward, Ba Dinh district, Hanoi city) drove the car on the right part of the road, the direction of the road, and the speed allowed. Ms. Nguyen Thi Dung has a B1 driver's license issued by the Hanoi Department of Transport and is valid until 30-11-2030.

At about 15 o'clock on January 30, when arriving at the section passing Nam Van ward, Ms. Dung suddenly drove the car to the right, pushed into the barrier of Nam Van Bridge, causing the car to overturn and plunge into the ditch. At this time, the vehicle did not collide with other people and vehicles. The results of the examination of Ms. Dung's sample did not contain alcohol or alcohol.

The 7 victims who died were Ms. Dung (driver), Mr. N.D.C. (born in 1956, Ms. Dung's husband), Ms. N.N.A. (born in 1989, Ms. Dung's chil.d), T.N.M.K. (born in 2017, Ms. N.N.A.'s chil.d), Mr. N.V.T. (born in 1986), Ms. D. (born in 1991, Mr. T.'s wife) and grandson N.Q.M. (born in 2023).

The two injured people were taken to the emergency hospital, Ms. N.N.Q. (born in 1991) and Ms. N.N.D. (a 6th grader in Hanoi).

The Children's Hospital and Nam Dinh Provincial General Hospital have mobilized the best resources, equipment and medicines for emergency treatment and timely treatment of patients. In which, N.N.Q. (born in 1991) after being treated at the Provincial General Hospital has stabilized and been discharged.

The remaining pediatric patient N.N.D. (born in 2018) was treated at Nam Dinh Provincial Children's Hospital. After being treated in an emergency, the patient gradually stabilized and progressed well; the patient has been transferred to the National Children's Hospital for further monitoring and treatment.

At the meeting, the Nam Dinh Provincial Police proposed a number of solutions to ensure traffic order and safety, including continuing to install a traffic surveillance camera system, reviewing and installing additional signboards at all bridges in Nam Dinh province.

Ms. Ha recounted that on the evening of January 30, she suddenly received many phone calls from relatives to inquire about the situation.
