If with a situation where a normal person can be aware that such behavior will be dangerous but subjectively do not take safety measures, resulting in fire and death of others, can be determined to be at fault and in this case can be criminally prosecuted for the crime of "Inadvertently causing death".

"The investigative agency will not prosecute a criminal case if the investigation results determine that no one is at fault in this case or the person at fault has died," lawyer Cuong said.
