Specifically, a Facebook account named N.V.Q shared that his son had meningococcal inflammation. He has been treated for the past 2 months at Children's Hospital 1 HCMC. "I hope my aunt and uncle, brothers and sisters will kindly help me with some expenses, so that I can soon take my children back to my hometown to take care of the aftermath," the post wrote with account number information, contact phone number.
Attached to the post were a bank account number in Nguyen Van Quan's name, a phone number and a picture of a certificate allegedly from Children's Hospital No. 1 in Ho Chi Minh City. HCM. This document confirms that the patient named Nguyen Van Bao (2022) did not survive. Dr. Truong Huu Khanh confirmed that the above information and documents are fake. "This is an impersonation stunt to raise charity," he said.
In addition to presenting the situation and posting the bank account number in Nguyen Van Quan's name, this person's post also posted an image of a certificate supposedly from Children's Hospital No. 1 in Ho Chi Minh City. This document confirms that the patient named Nguyen Van Bao (2022) has not survived, with a wooden mark, the name of the head of the treatment department and also the seal of the hospital director.
It is worth mentioning that the contents of the forged certificate were used in a forgery case last March. At that time, an account named H.T. also posted an appeal for help with the cost of bringing the child home to take care of the aftermath. He said he had a son being treated at Children's Hospital 1. Due to the worsening of the disease, the baby did not survive.
The post included a phone number, a bank account number bearing the name "Huang Quoc Trung", and a picture of a baby in a hospital bed.
The certificate is said to be from Children's Hospital 1 HCMC. HCM, which confirmed that the child had cancer, encephalitis and had stopped breathing, had a seal and the name of the director. Children's Hospital 1 conducted a review and determined that none of the pediatric patients as reflected, the treatment certificate was fake.
Previously, Cho Ray Hospital (HCMC) HCM) also found a case of document forgery. The admission certificate bears the name of patient N.V.H. (born in 1978, Ca Mau), diagnosis of traumatic brain injury, multiple trauma, bears the seal and signature of the Head of the Orthopaedics Department of the hospital.
Dr. Le Minh Hien, Head of Social Work Department, Cho Ray Hospital, said the paper form provided was fake, and the patient's information was also bogus. He emphasized that hospitals now have social work departments, donors can contact to verify, avoiding kindness being exploited.
"I'm worried that repeated counterfeiting will erode sharing and trust. When knowing that bad guys use images and information to scam, donors will also be disappointed and patients will also have less opportunities to help," Hien said.
From a legal perspective, in case of donating money from another person for charitable reasons but not using that money for charitable purposes but for appropriation, it will be administratively sanctioned. Accordingly, pursuant to Article 15 of Decree 167/2013/ND-CP "Using fraudulent tricks or absconding to seize other people's property", violators will be fined from 1 million to 2 million VND; impose an additional penalty of confiscation of funds raised.
In addition, violators may be additionally sanctioned in the form of confiscation of exhibits and means of violation.
