According to the person who posted the clip, the incident happened when the driver of the car with Hanoi license plate was slow to park the car elsewhere. The middle-aged man driving the car with license plate 30K-189.xx was driving behind and suddenly got out of the car and punched the man in the 7-seater car.

According to press reports, the assaulted driver is Nguyen Van Khanh, born in 2004 in Soc Son, Hanoi.

Mr. Khanh shared: "I am the driver of car 29A- 151.54, around 10am I parked at 40 Cua Dong street, then the driver of car 30k- XXX came over and opened the window to tell me to move because the road was quite congested.

Then I couldn't park in time, he broke the car window and then without saying anything, punched me in the face and said, "You can call whoever you want, just call me, I'm not afraid." Because I was in a hurry to pick up a passenger, I left right away, luckily a local person intervened."

Previously, public opinion was outraged by a shipper being beaten by a Lexus driver after a traffic accident. Accordingly, at noon on February 10, Mr. Ng.XH was delivering cakes from a factory in alley 310 Nghi Tam (Tay Ho, Hanoi) when he collided with a Lexus. Immediately after that, the people in the car cursed at Mr. H., and the driver of the car rushed forward and punched the male shipper repeatedly. On the evening of February 11, the Investigation Police Agency of Tay Ho District Police issued a decision to prosecute the case and temporarily detain Tong Anh Tuan (born in 1982, residing in Phuong Liet Ward, Thanh Xuan District, Hanoi), the driver of the Lexus car, to investigate the act of "Intentionally causing injury".

Accordingly, the security camera of a resident's house in alley 50, lane 310, Nghi Tam street, Tay Ho district (Hanoi), recorded that at 12 noon on February 10, a male shipper was riding a motorbike, carrying heavy goods from the alley, when he encountered a Lexus car entering.

According to witnesses, the male shipper lost a hand, making it difficult to reverse a motorbike carrying heavy goods.

Lawyer Tran Thi Thanh Thao, Director of Thao Tran Law Company Limited, said that Clause 2, Article 14 of the Law on Persons with Disabilities stipulates prohibited acts.

Accordingly, any act of violating the body, dignity, honor, property, and legal rights and interests of people with disabilities is strictly prohibited. Anyone who commits such acts may be prosecuted according to the provisions of law.

In addition, if the Lexus driver's behavior towards the young delivery man above shows signs of constituting a crime under the provisions of the Criminal Procedure Code, he may be prosecuted for intentionally causing injury or harm to the health of another person under the provisions of Article 134 of the 2015 Penal Code (amended and supplemented in 2017).

Thus, with the act of assaul.t causing harm to the health of a disabled person who is a young delivery person, depending on the level of danger and the rate of injury, the competent state agency will handle it according to the provisions of law.

According to regulations, anyone who intentionally causes injury or harm to the health of another person with a bodily injury rate of 11% to 30% or less than 11% but in one of the following cases: using weapons, explosives, dangerous weapons or tricks capable of causing harm to many people; or against a person under 16 years old, a woman who is known to be pregnant, an elderly, sick person or another person who is unable to defend himself/herself shall be subject to non-custodial reform for up to 3 years or imprisonment for 6 months to 3 years.
