If the delivery of the vehicle to a person who does not have a driving license, the owner or responsible person (in this case H.'s father) violates the Road Traffic Law: "A person who is 18 years of age or older may drive... cars with people up to 9 seats." Thus, when an underage or unlicensed road user causes an accident to others, the driver himself and the person who delivers the car to the unqualified person commit illegal acts.

From the image extracted from the dashcam of the car going in the opposite direction, it shows that at about 8:40 am, while the vehicles were stopped waiting for a red light, suddenly a car came from behind at a high speed.

The strong blow caused people and vehicles to be thrown up, resulting in 1 victim being seriously injured, 4 others with minor injuries and some vehicles damaged. The victims were mostly workers at a thermal power plant in Vinh Tan commune (Tuy Phong district).

The video after posting has received thousands of views and comments from netizens, all of whom said that it is possible that the driver of the car used alcohol while operating the vehicle, leading to the failure to control the steering wheel and causing the accident.
