The report of the Traffic Department, Binh Thuan Provincial Police said that the accident occurred on National Highway 1A, at the location of km1604 750m of the junction of National Highway 1A leading to Vinh Hao - Phan Thiet expressway. At the time H. caused the accident, the red light was counting down at the 26th second. After the incident, 2 father and son took the injured to the emergency room and then to the police office to report.

Investigators determined that the young driver did not pay attention while on the road, causing the accident and that H. did not violate the alcohol content or "mai thuy".

On the afternoon of the incident, the Police Department of Tuy Phong district (Binh Thuan) requested an inspection of vehicles and injuries to the victims. From there, it serves as a basis for handling the act of the father handing over the vehicle to a person who is not qualified to operate a vehicle in road traffic.

Talking to Dan Tri newspaper, Lawyer Doan Huu Son said that based on the law, the driver who caused the accident in this incident did not have a driving license, with serious consequences, the authorities must consider criminal liability for the driver who caused the accident as well as the owner of the vehicle when giving the car to someone who is not qualified to drive.

In addition, Lawyer Huynh Minh Vu (Ho Chi Minh City Bar Association) also expressed his opinion that cars are a source of extreme danger, so owners must operate, use, preserve, keep and transport in accordance with the provisions of law.

If the delivery of the vehicle to a person who does not have a driving license, the owner or responsible person (in this case H.'s father) violates the Road Traffic Law: "A person who is 18 years of age or older may drive... cars with people up to 9 seats." Thus, when an underage or unlicensed road user causes an accident to others, the driver himself and the person who delivers the car to the unqualified person commit illegal acts.

Earlier, on the morning of September 2, a video clip appeared on social media showing a traffic accident between a car and a motorbike that injured many people, lying on the road.

From the image extracted from the dashcam of the car going in the opposite direction, it shows that at about 8:40 am, while the vehicles were stopped waiting for a red light, suddenly a car came from behind at a high speed.

The strong blow caused people and vehicles to be thrown up, resulting in 1 victim being seriously injured, 4 others with minor injuries and some vehicles damaged. The victims were mostly workers at a thermal power plant in Vinh Tan commune (Tuy Phong district).

The video after posting has received thousands of views and comments from netizens, all of whom said that it is possible that the driver of the car used alcohol while operating the vehicle, leading to the failure to control the steering wheel and causing the accident.

Through research, the above accident occurred at National Highway 1 through Vinh Hao commune, Tuy Phong district, Binh Thuan province (near the newly renovated Vinh Hao - Phan Thiet expressway entrance node), the road surface is flat and dry. Authorities were immediately present, investigating to clarify the cause of the incident.

Currently, according to information from Binh Thuan General Hospital, after emergency here, the most serious victim in the accident, Mrs. N.T.X.N. (from Lien Huong town, Tuy Phong district) has been transferred to Cho Ray Hospital (HCMC) for further treatment.
