Regarding the elevator jam incident in an apartment building in Hanoi that left people "trapped" for more than an hour, Mr. Pham Hai Hau, Vice Chairman of the People's Committee of Ta Thanh Oai Commune (Thanh Tri District), confirmed the incident.
Specifically, the CT8A Dai Thanh apartment building had a freight elevator (PL5) stuck between the first and second floors for 45 minutes, with about 20 residents inside. CT8A Dai Thanh apartment building has 5 elevators, only 3 are in operation so residents use the freight elevator to get around during rush hour. Therefore, the waiting time is long, sometimes having to wait nearly 20 minutes during rush hour. Many people even choose to take the stairs. "The elevator just started and then stopped, both adults and children were panicking," she said, adding that she instructed the children to take off their school bags and take deep breaths to calm down.
In the cramped, airless space, Ms. Nguyen Hang (40 years old, living on the 15th floor) said she was quite scared and panicked. In more than 12 years of living in this apartment building, this was the first time she had been in such a dangerous situation.
According to the reporter's investigation, some residents had to fan each other to avoid the heat and suffocation due to lack of air.
Mr. Nguyen Thai (45 years old, Ms. Hang's husband) heard that his wife and 4-year-old son were stuck in the apartment building's freight elevator and rushed to the rescue. He and 3 other young men ran to the floors to find a way to open the elevator door while waiting for 2 technical staff of the building to come and fix the problem. The elevator repairman used the remaining elevator to go to the 32nd floor and then removed the freight elevator cable so that the device could go down to the first floor, bringing the people out safely.
For the past 10 days, due to high demand and the elevator not being fully operational, the CT8A Dai Thanh apartment building has always been in a state of "congestion" during rush hour. Many people on the upper floors had to wake up early at 5am to wait for the elevator. Some households on the lower floors chose to take the stairs both up and down.
"My family lives on the 9th floor, so for more than 10 days now, the whole family has been using the stairs. My floor is the same. Everyone is proactively using the stairs, giving the stairs to those who need them more, such as households on higher floors, households with elderly people and children, and pregnant women," said Ms. Thanh Nhan. On the morning of March 20, many people were still using the stairs because 3/5 of the elevators were still out of service.
In response to people's feedback, on the morning of March 20, the People's Committee of Ta Thanh Oai commune met with the Management Board, the Board of Directors, and representatives of residents of the CT8 Dai Thanh apartment complex to work.
Also according to Mr. Do Van Hai - representative of the Building Management Board, out of the total 5 elevators in the building, 2 elevators are currently being repaired and need to replace the pulleys and cables because these devices have been in operation for more than 10 years.
However, the biggest difficulty now is the lack of a maintenance fund, leading to a lack of funds for repairs. If the entire elevator system is to be renovated, contributions from residents are needed. Replacing the pulley and cable of an elevator requires more than 200 million VND, but due to the lack of a maintenance fund, repairs cannot be carried out immediately.
The Management Board has held meetings with residents of buildings CT8A, CT8B, CT8C... to inform them of the elevator status and request maintenance fees to repair and replace equipment. However, there has been no consensus so far," said a representative of the Building Management Board.
