Huan Hoa Hong's case of calling for help in the middle of the night: Complicated nature, traffic police clarify information

Regarding the case of Huan Hoa Hong "calling for help" because of a dispute over a license plate with five 9s, a representative of the Traffic Police of Bac Kan province responded with some related information as well as the complicated nature of the case.

The controversy over Huan Hoa Hong's license plate has been all over social media these past few days. Huan said he spent nearly 500 million VND to buy an SH with a license plate of five 9s, then the previous owner of the car "stole" the beautiful license plate and put it on another Dream. Huan angrily declared that no one would spend such a huge amount of money to buy a Vietnamese SH. Both the seller and the buyer understand that the money is for both the car and the license plate.

According to information in the press, the Traffic Police units of Bac Kan Provincial Police said: "In 2024, the Traffic Police Department of Bac Kan Provincial Police completed the procedures to recall the license plate of motorbike 97B1-999.99. After that, this license plate was handed over to the Traffic Police Team of Bac Kan City Police for management according to the prescribed hierarchy".

In July 2024, the Traffic Police Department of Bac Kan City Police received the documents and papers provided by the vehicle owner to ensure compliance with legal regulations such as: Vehicle purchase and sale documents, vehicle registration revocation certificate; the vehicle owner also fulfilled the financial obligation to pay to the State budget.

After checking the procedures to ensure compliance with regulations, the unit issued the identification plate number 97B1-999.99 to the owner, Mr. NTQ, in group 4, Xuat Hoa ward, Bac Kan city, in accordance with the law.

The Commander of the Traffic Police Team of Bac Kan City Police affirmed: "The re-issuance of license plate 97B1-999.99 is based on the provisions of Circular No. 24/2023/TT-BCA of the Ministry of Public Security regulating the issuance and revocation of motor vehicle license plate registration. Accordingly, license plates (5-digit form) after August 15, 2023 will be automatically identified to the owner".

The leader of the Traffic Police Department of Bac Kan Provincial Police confirmed the information about the revocation of the above license plate and added that the motorbike with license plate 97B1-999.99 was first issued by the Traffic Police Department of Bac Kan Provincial Police in 2020.

In 2020, this license plate was transferred to another individual in Bac Kan province. All documents and procedures in the process of granting and transferring ownership are guaranteed to comply with the provisions of law.

The registration of the above license plate for another motorbike in 2024 was carried out by the Traffic Police - Order Team, Bac Kan City Police.

The legality of the case is quite complicated and confusing.

Sharing more about the nature of the incident on Giao Thong Newspaper, Lieutenant Colonel Ha Van Huy, Captain of the Traffic Police - Order Team, Bac Kan City Police, Bac Kan Province, said that on May 24, 2024, the buyer of the SH motorbike with license plate number: 97B1-999.99 came to ask Mr. NTQ to carry out the procedures, buy and sell the motorbike, and retrieve the license plate to attach to a vehicle as requested by the buyer.

The parties carried out the procedures to revoke the license plate at the Traffic Police Department of Bac Kan Province. However, after being revoked, instead of being attached to the customer's vehicle as agreed, the license plate 999.99 was attached to another vehicle by Mr. NTQ.

Lieutenant Colonel Ha Van Huy added that according to regulations, the revocation and issuance of the license plate above is not wrong. However, the legality of the case is currently quite complicated. In the notarized car sale contract, the car purchase price is only stated as 30 million VND. Meanwhile, both parties confirmed that they actually transferred and received nearly 500 million VND.

In case of dispute and lawsuit between two parties, the competent authority needs to base on the contract, agreement and nature of transaction between two parties (if any) to have a solution.
