After receiving the car, Huan "Hoa Hong" contacted the old owner to complete the procedure to retrieve the license plate so that he could identify it and transfer the license plate to another car. However, the old owner said "selling the car, not the license plate". In addition, Mr. Huan discovered that the license plate with four 9s had been attached to another Dream motorbike whose owner was not him.

According to information from the Cong Thuong newspaper, the man who is having a license plate dispute with Huan Hoa Hong is NTQ, a tycoon in Bac Kan. Mr. Q owns a huge amount of assets and is the legal representative of 3 companies. One of them is a very famous place, located in Phung Chi Kien ward, Bac Kan city. This place has won many contracts worth hundreds of billions of VND. The other 2 places that Mr. Q is in also operate in the real estate and construction sectors.

In addition to business, Mr. Q is famous for being a big spender and having an interest in cars. The tycoon collects many types of motorbikes and cars with unique, strange or VIP license plates. The SH with the five-digit 9 license plate is just one of many great cars that Q owns.

Before the noisy dispute over the license plate number with Huan Hoa Hong, when contacted for an interview, Mr. Q said he was currently working with the police and would provide detailed information when there were results.

Regarding this case, lawyer Ha Thi Khuyen (Nhan Chinh Law Office, Hanoi Bar Association) said in Giao Thong newspaper that August 15, 2023 is the effective date for the authorities to begin implementing regulations on issuing identification plates.

"Before this time, if the person who bought the car immediately transferred the vehicle's name, the old owner could not carry out the procedure to revoke the license plate, but the license plate currently attached to the car would follow the car and the name of the new registrant, and by default become the identification plate of the person who transferred the name," the lawyer said.

In case the car buyer completes the transaction but subjectively does not transfer the name and just leaves it for use, after August 15, 2023, the regulations on granting identification plates take effect, the new car buyer transfers the car's name, leading to the license plate being automatically assigned to the old owner.

"This is a civil transaction, so it is necessary to consider whether the purchase and sale between the parties is completely voluntary or not, whether there are signs of deception or coercion or not to evaluate the behavior and results," said lawyer Khuyen.

In addition, motorbikes are a type of property with registered ownership. Therefore, the law only recognizes ownership when the parties (owner and transferee, buyer and seller...) have registered the transfer of ownership.

Speaking to Tuoi Tre, a commander of the Department of Vehicle Guidance, Registration and Inspection (Traffic Police Department) said that before August 15, 2023, people will still follow the old regulations in Circular 58/2020 of the Ministry of Public Security. That is, buying, selling, and transferring ownership of used vehicles will be accompanied by license plates.

If the time of purchase and sale of the vehicle (with a 5-digit license plate) takes place before August 15, 2023 and both parties have not completed the ownership transfer procedures before this date, the authorities have not recorded the ownership transfer.

After August 15, 2023, if the previous owner of the vehicle goes through the procedure to revoke the identification plate, the plate will automatically belong to the previous owner.
