Early in the morning of August 7, an "extremely tense" incident occurred in Nha Trang, when a traffic police lieutenant colonel was "physically impacted" by a Russian man at the scene of the traffic collision. The incident not only injured traffic police officers but also aroused a wave of outrage in the online community. At the scene, Lieutenant Colonel N.T.G., an officer of the Nha Trang Traffic Police Team, recorded that a foreign man's motorbike had collided with another vehicle. After the collision, the two sides quarreled, so Lieutenant Colonel Giang came to reconcile. However, while the traffic police were performing the task of reconciliation, this foreign man came to ask the functional forces to hand over the motorbike to leave the scene. At the time of the discussion, he suddenly had a "physical impact" on Lieutenant Colonel Giang's face, causing injuries.

This action made many witnesses feel shocked. A traffic police officer who was performing the task of reconciliation and ensuring traffic safety was attacked by the violator himself. This is an unacceptable act, violating the law and damaging the image of the functional forces.

Causes of "outrage" and "dramatic" alcohol levels

Immediately afterwards, the foreign man was controlled by the traffic police and the Nha Trang Ward Police and taken to the headquarters to continue investigating and handling according to regulations. On the morning of August 8, a representative of the Traffic Department of Khanh Hoa Provincial Police said that Lieutenant Colonel Ngo Tung Giang's health is now stable. Immediately after the incident occurred, the traffic police conducted an alcohol and drug concentration measurement for Mr. K.A. (Russian, born in 2006).

The results revealed a "terrible" cause: this person's alcohol concentration was 0.644 mg/l of breath, negative for drugs.
