Zoo and Botanical Garden: 'debt free', land rent problem solved

The Department of Natural Resources and Environment will determine the specific business area, then the Ho Chi Minh City Tax Department will adjust the land rent for the Zoo. Saigon Zoo is responsible for contacting the unit with the function of measuring to create a current map.

At the meeting on December 11 with Saigon Zoo and Botanical Garden Company Limited, the Department of Natural Resources and Environment of Ho Chi Minh City acknowledged and agreed on many contents. In particular, the company will review and declare in detail each area used for business purposes and the area not used for business purposes.

Saigon Zoo and Botanical Garden is responsible for contacting the unit with the function of measuring and drawing to create a map of the current status of the detailed location, boundary, and area as a basis for consideration and determination. After completing all the above steps, the company needs to contact the Department of Natural Resources and Environment to submit the application and request consideration, and submit to the Ho Chi Minh City People's Committee to decide on the form of land use.

The Department stated that the management and land use of the Zoo and Botanical Gardens is of a special nature. This is the green space of the city, a place for people to study, play and entertain, especially children. The Zoo and Botanical Gardens also has historical and cultural significance, contributing to the conservation of gene sources and maintaining the diversity of species in nature.

Most of the area assigned to the unit for management is public area such as parks, trees, lakes, green areas, and roads. The Department of Natural Resources and Environment has recorded the difficulties and problems of the unit and reported to the Ho Chi Minh City People's Committee for consideration and resolution, and directed departments and branches to resolve the petition.

Responding to the press, Mr. Nguyen Nam Binh - Director of the Ho Chi Minh City Tax Department, also said that this agency will support the Zoo. When there is a decision to amend, the Department can readjust the financial obligations on land according to the cadastral information determined by the Department of Natural Resources and Environment, and send it to the tax agency.

Previously, the Tax Department of District 1 (HCMC) issued a notice that the tax debt of Saigon Zoo and Botanical Garden Company Limited as of October 31 was more than VND846 billion. Of which, the overdue amount for forced tax collection was more than VND787 billion.

The Zoo is also known by its familiar name "Zoo". This place has become a conservation, breeding and development area for animals and plants. The team also rescues wild animals, laying the foundation for releasing them back into the wild, contributing to the conservation of biodiversity. This is also an educational center for scientists, students, and students to research and study. For a long time, the Zoo has been considered a cultural and entertainment center for the people of Ho Chi Minh City and the whole country.

In 2014, the Ho Chi Minh City People's Committee signed a decision to lease 158,117 square meters of land for public use under an annual payment regime for a period of 50 years. The District 1 Tax Department announced the land rent for the entire area, with a total annual amount of 163.3 billion VND.

Speaking to the press, Director Vu Thi Huong Giang said that Saigon Zoo and Botanical Garden is a "non-profit" enterprise. Its main function is to manage a 160-year-old zoo, caring for nearly 2,000 animals and more than 2,000 plants, many of which are rare and endangered.

In the period 2020-2024, the average annual revenue of the Zoo is 104 billion VND. The company's leaders said that the above figure is just enough to cover the costs of raising and caring for animals, maintaining and preserving green trees. The profit target of the Zoo assigned by the Ho Chi Minh City People's Committee is an average of more than 4 billion VND per year.

The current ticket price is 60,000 VND for adults and 40,000 VND for children 1-1.3 m tall. If land rent is allocated to the ticket price, the amount will have to increase to 250,000 VND and 200,000 VND respectively. According to the enterprise, the above price will greatly affect the needs of entertainment, recreation, sightseeing and study of tourists, of which a large proportion are working people.
