This person is walking on the street, talking on the phone while walking. After reaching the corner of the street, the police force asked him to put down his phone. At this time, the man refused, a person outside used a spray bottle of solution on him. The man quickly ran forward and pulled over to the side of the road in front of a bank.
Many people wearing protective gear, including the police, chased and surrounded the man asking him to stop. At this time, a special motorcycle of the traffic police also whistled to join the chase.
It is known that after being chased, the man sat on the sidewalk for a few minutes before continuing to walk in front of the house. After that, this person coughed a lot, then fell to his knees and was helped by relatives who were not wearing protective gear.
Some curious people came to watch and were asked by the authorities to enter the house or stand far away. After that, family members came to support and encourage the man and was taken to the house by the authorities to take medicine.
Regarding this clip, the leader of the People's Committee of Vo Thi Sau Ward (District 3) said the incident happened in the evening of the same day, at the intersection of Cach Mang Thang Tam - Vo Van Tan. The man appearing in the clip is Mr. Tong Van N. (SN 1965, living in alley 156 Vo Van Tan street).
Accordingly, Mr. N. had a positive rapid test result for COVID-19 and was isolated at address 185 Cach Mang Thang Tam. "This person escaped from the isolation area in Cach Mang Thang Tam to walk to his home on Vo Van Tan Street. The functional forces discovered the incident and followed him and persuaded him to return to the isolation area." representative of Vo Thi Sau ward informed.
However, recently, many sources have specific corrections about the incident. On the afternoon of August 12, Mr. N. and some people in the area where he lived were tested for Covid-19 and quickly tested positive. After that, the force brought Mr. N. and these people to the ward for re-examination and grouped them to be quarantined or sent to a field hospital.
When present at the ward, Mr. N. presented and asked to go home to self-isolate and then he walked home. The process of Mr. N. moving was followed by force to ensure safety for fear that Mr. N. might come into contact with passersby. The force also sprayed disinfectant on the way Mr. N. walked home to ensure compliance with epidemic prevention requirements.
This process, due to the stress of Mr. N.'s mental state, led to the incident like the clip posted online. The force advised Mr. N. to calm down before the incident. After that, Mr. N. moved home and was isolated. The police and medical staff have also stretched cords to blockade posts around this area to ensure safety.
According to regulations, anyone who flees from the medical isolation area can be fined from 5 million VND to 10 million VND. At the same time, forced to continue to perform medical isolation according to Clause 3, Article 10 of Decree 176.
In addition, the case of fleeing from the medical isolation area leading to serious consequences will be examined for penal liability, specifically:
- If the person has been notified of the disease; Those who are suspected of contracting the disease or returning from quarantined Covid-19 epidemic areas but escape from the isolation place and cause the transmission of Covid-19 disease to others will be examined for penal liability for the crime of spreading the disease. infectious diseases to humans according to the provisions of Article 240 of the Penal Code 2015.
- If a person who has not been identified with Covid-19 disease but lives in an area where a decision on isolation or blockade has been issued, but escapes from the quarantined area, the area is blocked, causing damage from 100,000,000 VND or more due to incurring costs for disease prevention and control, they will be handled for violations of regulations on safety in crowded places as prescribed in Article 295 of the Penal Code 2015.
