Representatives of Cau Giay District Police (Hanoi City) have informed about the process of dismantling a fraud ring led by Pho Duc Nam (aka Mr Pips ) and Le Khac Ngo (aka MR Hunter).

In mid-2024, detectives from Cau Giay District Police (Hanoi) discovered clues about a large-scale financial investment fraud ring on the internet. Faced with this situation, the leaders of Cau Giay District Police reported to the leaders of Hanoi City Police and established a special project to fight it.

The task force immediately mobilized the criminal police team leaders of 8 wards in the area, a total of 12 officers who only "ate and worked on the secret task". During the investigation of the case, the police force encountered many difficulties, hardships, many "sleepless nights", highly focused, approaching and following every trace of the group of suspects.

Senior Lieutenant Tran Cong Hau, Criminal Police Team of Cau Giay District Police, said that the fraud ring of Mr. Pips Pho Duc Nam and Mr. Hunter Le Khac Ngo was managed and had a tight personnel structure. This group had a hierarchy with a scale of criminal activities nationwide and abroad.

"In the central area, there are guards and building security guards. They also installed cameras and sent people to guard the door to keep watch and respond when authorities detect it," said Senior Lieutenant Hau.

According to Lieutenant Hau, in cyberspace, the subjects use highly secure applications, easily erasing traces and remaining anonymous while operating. This group is often not in Vietnam, "investigators must be extremely skillful, secretive, sensitive, and not reveal information".

After a long period of reconnaissance, collecting evidence and documents, using professional measures and with great determination, on October 25, the police force arrested Pho Duc Nam and dozens of accomplices in Ward 1, District 4, Ho Chi Minh City.

According to the representative of Cau Giay district, up to now, the investigation agency has received reports from 18 victims with a total amount of money stolen of about 28 billion VND. In addition, there are many victims in this case who have not yet reported, so the police have not yet determined the information and the specific amount of money that the defendants have stolen. Many victims think that Mr.Pips' channels are licensed and legitimate stock exchange sites, so they think that losing money is due to luck and do not report.

Among the victims who reported the incident was BNL (22 years old, residing in Quang Ninh), a student at FPT University. Through research on social networks, L. learned that Pho Duc Nam was an expert in stock investment, regularly posting videos and pictures of supercars, watches and expensive houses. In early June 2024, L. proactively texted Nam via Facebook to make friends and get to know him in order to learn about the exchanges Nam was investing in.

Through conversation, Nam introduced L. to investing in stocks through the JPexchange.com exchange and instructed the male student to buy stocks such as NVIDA, NOVELIS, XAUUSD, XAGUSD, WTI... Listening to Nam, L. made 37 transactions transferring money from his personal account to Pho Duc Nam's stock exchange, then his account was "burned". The total amount of money L. was defrauded of was 8 billion VND.

Police said that Pho Duc Nam's group's social media advertising with flashy, luxurious images, high-class life, and huge assets made many people believe in investing. The victims believed that investing would quickly make them rich and soon become "tycoons".

During the investigation, the authorities seized assets worth about VND5,200 billion from Nam and his accomplices, such as VND316 billion in cash in accounts, bonds worth VND9 billion, savings books worth more than VND200 billion; VND69 billion, 2.3 million USD; 890 SJC gold bars; 246 kg of solid gold.
