The fine level is stipulated as follows: In Clause 3, Article 7 of Decree 144/2021/ND-CP stipulates: In case of verbally insulting the honor and dignity of others, an administrative fine of between VND 2,000,000 and VND 3,000,000 may be sanctioned. Accompanied by an apology and correction of false information as prescribed in Clause 14 of this Article.

Acts of insulting the honor and dignity of others, posting images on the social network Face.book can be administratively sanctioned from 10,000,000 to 20,000,000 VND. At the same time, they are forced to remove the above false information according to the provisions of Clause 3 of this Article.

In order to determine whether this act is prosecuted for penal liability, it is also necessary to base on whether this offending act is serious, the assessment of the extent will be based on many factors determined by the investigating agency, then it can be concluded that the offender has sufficient grounds to institute a criminal case according to the provisions of Article 155 Criminal Code 2015 (Crime of insulting others).

In case this act causes serious consequences, the violator may be examined for penal liability under Article 155 or Article 156 of the 2015 Criminal Code, specifically stipulating as follows:

Those who seriously offend the dignity and honor of others shall be subject to a warning, a fine of between VND 10,000,000 and VND 30,000,000 or non-custodial reform for up to 03 years.

In addition, when the victim is posted on social networks, he or she can request the offender to compensate for damage when causing damage to his honor and dignity according to the provisions of Articles 584, 585 and 592 of the Civil Code 2015.
