Dam Vinh Hung is banned from touring in the US, the Department of Culture, Sports and Tourism is taking action.

Dam Vinh Hung's acceptance to perform at a music show in the US on November 27 while serving a 9-month suspension sentence signed by the Ho Chi Minh City People's Committee in July has angered the public.

Accordingly, on November 9, singer Duong Trieu Vu posted an announcement about a show on Thanksgiving, taking place on November 27 in the US. The show will bring together singers Dam Vinh Hung, Nhu Quynh, Nguyen Hong Nhung...

"Dam Vinh Hung and I will be present at the upcoming show. We are preparing very special, wonderful performances that have never been performed before to present to you...", Duong Trieu Vu shared. The organizers also posted a poster with the theme of the music night Autumn for you, the time and location of the show.

Many viewers wonder if Dam Vinh Hung's overseas tour violates the regulations on suspending performing activities of the Ho Chi Minh City People's Committee. In July, the male singer was banned from performing for 9 months by authorities for wearing a "strange" badge while performing at a show.

Previously, singer Trizzie Phuong Trinh also posted a video clip recording a performance by Dam Vinh Hung in the US on November 3 (local time). The singer said the audience was surprised when Dam Vinh Hung went on stage to sing nearly 20 songs, from hits to bolero and New wave music.

In the comments section, when an audience member asked: "Hung can sing again", the male singer replied: "It's okay abroad".

A representative of the Department of Culture and Sports of Ho Chi Minh City said that the Department has grasped the case and will assign it to the Department Inspectorate for inspection and response later.

In July, Ms. Tran Thi Dieu Thuy - Vice Chairwoman of the Ho Chi Minh City People's Committee - signed a decision to administratively fine singer Dam Vinh Hung, after the incident of wearing a performance costume with a strange badge.

According to the penalty decision, singer Dam Vinh Hung performed an artistic performance using costumes, words, sounds, images, movements, means of expression, and forms of performance that were contrary to the nation's traditions and customs; negatively affecting morality, public health, and social psychology.

Specifically, singer Dam Vinh Hung performed the songs Bien Tinh, Nguoi Di Ngoai Pho, Nu Doi Khong Co Anh, Huyen Thoai Mot Chieu Mua at the music night Ngay Em Den Sao Troi, in which he used costumes and had accessories attached to his chest to perform in front of the audience, which violated the conclusion of the art council of the Department of Culture and Sports of Ho Chi Minh City on June 12.

These violations are specified in Point b, Clause 5, Article 11, Decree No. 38/2021/ND-CP of the Government regulating administrative sanctions for violations in the fields of culture and advertising.

For the above violation, Dam Vinh Hung was fined 27.5 million VND. The male singer was also given an additional penalty of being suspended from performing for 9 months.

In response to the question: Does the suspension of performances here only include domestic or international?, the Department of Culture said that it will base on Point a, Clause 1, Article 2 of Decree No. 38/2021/ND-CP dated March 29, 2021 of the Government stipulating the applicable subjects as "Vietnamese organizations and individuals committing administrative violations in the field of culture and advertising in Vietnam and abroad".

In particular, Mr. Huynh Minh Hung (aka singer Dam Vinh Hung) is an individual, a Vietnamese citizen who commits administrative violations in the field of culture and advertising in Vietnam and abroad and will be handled according to regulations.

Pursuant to Point a, Clause 2, Article 1 of Decree No. 144/2020/ND-CP dated December 14, 2020, it applies to "Vietnamese organizations and individuals performing arts activities in Vietnam and from Vietnam to foreign countries".

"Therefore, performing activities are regulated by Decree No. 144/2020/ND-CP on the territory of Vietnam and the regulations of Vietnam that organizations and individuals must comply with before going abroad," said a representative of the Department.
