On January 11, VVT went to a tattoo shop in Quang Son commune, Dak Glong district and asked the artist to tattoo a picture measuring 7.5cm x 5cm on his left arm, with the aim of being disqualified at the next health check. according to.

On January 18, the Health Inspection Council of Dak Nong Provincial Police discovered that T. had a tattoo on his hand, so he was removed from the list of people called to perform his duty to join the People's Police.

Afterwards, the District Police directed the Quang Son Commune Police to verify and clarify the content and make a record of administrative violations against Mr. T. for his fraudulent behavior and falsifying the results of his health classification. to avoid military service.

Based on the minutes of the People's Committee of Quang Son commune, the People's Committee of Dak Glong district issued a decision to sanction administrative violations against VVT in the field of national defense and cipher with a fine of 15 million VND.

Specifically, regulations on tattooing or tattooing and how it affects the process of reviewing standards and calling citizens to serve in the Army are clearly defined in Joint Circular 50/2016/TTLT- MND-BCA, issued on April 15, 2016 by the Ministry of National Defense and the Ministry of Public Security.

This Circular regulates political standards in selecting citizens to serve in the Vietnam People's Army. According to the Circular, Clause 9 of Article 5 stipulates that the following cases will not be recruited into the Army:

- On the body there are tattoos or tattoos with content that opposes the regime, creates division in the nation, has horror and strange properties...

- This tattoo or tattoo lettering is also not allowed to appear in prominent locations such as the face, head, neck, or from the upper 1/2 part of the arm and from the lower 1/3 part of the thigh or less.

- Tattoos or tattoos that cover 1/2 of the back, chest, abdomen or more will not be accepted.

If a person commits a tattoo to avoid military service, he or she may face administrative sanctions according to the fines specified in Point a, Clause 3, Article 6 and Clause 2, Article 7 of the Decree. 120/2013/ND-CP (amended in Decree 37/2022/ND-CP):

- A fine of from 15,000,000 VND to 20,000,000 VND shall be imposed on a person undergoing a medical examination who fraudulently falsifies the results of his/her health classification in order to avoid military service.

- A fine from 40,000,000 VND to 50,000,000 VND shall be imposed for fraudulent acts aimed at evading the execution of the military call-up, after obtaining the results of a medical examination for military service to qualify for military service according to regulations. determined.
