On the afternoon of March 27, Lieutenant Colonel Pham Van Ngu, Head of the Criminal Police Department, Bac Ninh Provincial Police, said that he had identified the perpetrator in the case of controlling and holding a 9-year-old child hostage in Phuong Mao ward, Que Vo town.
Through initial investigation, it was determined that the perpetrator was Phan Van Tuan (born in 1983, from Huu Bang commune, Kien Thuy district, Hai Phong city), with 3 previous convictions, and a quick test showed that the subject used banned substances.
At around 11pm on March 26, Tuan came to the Co Thanh Ward Health Station, Chi Linh City, Hai Duong Province with two knives to harass medical staff. The Co Thanh Ward Police proceeded to arrest the suspect. However, Tuan ran out onto the street to restrain Tran Manh Cuong (residing in Pha Lai Ward, Chi Linh City, Hai Duong Province) and asked him to drive the suspect away from the scene towards Que Vo Town, Bac Ninh Province.
When arriving at Que Vo town, Mr. Tran Manh Cuong saw a police patrol team so he went towards the patrol team and shouted for help. The patrol force rescued Mr. Cuong and continued to pursue the suspect Tuan.
Immediately after that, Tuan went to a restaurant and stole a motorbike, then went to TTTT's house (born in 2016, residing in Mao Doc quarter, Phuong Mao ward, Que Vo town, Bac Ninh province). He held two knives and controlled TTTT, then took her to the second floor, demanding a motorbike and money to escape.
Immediately after receiving the report from Phuong Mao Ward Police, the Board of Directors of Bac Ninh Provincial Police directed and mobilized mobile police, criminal police, administrative management of social order and police forces to the scene to deploy measures to rescue the child.
Using professional measures, after nearly 4 hours, at around 8:00 a.m. the same day, the police force controlled the subject and safely rescued the child.
"The subject demanded money and a motorbike to escape. The Criminal Police Department of Bac Ninh Province Police reported to the board of directors and mobilized all forces, including the Provincial Police Director, to the scene to rescue the child," informed Lieutenant Colonel Pham Van Ngu.
According to Lieutenant Colonel Pham Van Ngu, the subject continuously made demands and threats, holding a knife to the child's neck.
"After more than 4 hours of conversation and negotiation, we used many professional measures by providing a motorbike and money for the subject to move from the 2nd floor down. While going down, the subject always held a knife to the child's neck with the intention of putting him on the motorbike to escape.
The police force talked to distract the subject. When approaching the car, the subject took the knife away from the child's neck. Taking advantage of this gap, we swooped in to arrest and free the girl," said Lieutenant Colonel Pham Van Ngu.
"We quickly tested and determined that the subject used banned substances.
", Lieutenant Colonel Pham Van Ngu added. Also according to Lieutenant Colonel Pham Van Ngu, at 11pm on March 26, Phan Van Tuan also brought 2 knives to Co Thanh Ward Medical Station (Chi Linh, Hai Duong), harassing medical staff.
"In Hai Duong, the subject threatened a person and forced him to drive from Hai Duong to Bac Ninh. When arriving in Bac Ninh, the person threatened by Tuan ran into the traffic police patrolling the road. After that, Tuan stole a motorbike and drove to T's house," said Lieutenant Colonel Pham Van Ngu.
