Recently, on social networks, a clip was shared recording the image of an ambulance with its beacon on the road in Ho Chi Minh City. HCM.
There will be nothing worth talking about when the car is moving while honking the siren "Come on, come on, it's coming, it's coming"...
In the busy traffic, the ambulance carrying the patient to the emergency was trying to swerve on the road. The above sound is constantly repeated.
It is unclear what the above clip is really like, is it the horn of a real ambulance or just an audio clip integrated into the clip. But after being posted on social networks, the above video quickly attracted the attention of the online community.
While some people think that the use of a horn to encourage patients may also be a way to encourage patients during the transfer to the hospital, many people think that the use of such a horn by ambulances is a violation of traffic safety laws.
Regarding the above clip, sharing with Dan Tri newspaper, a leader of the Traffic Police Team in Ho Chi Minh City said that by watching the clip of the ambulance running with the sound "come on, come on, come soon, come soon...", he suspected that this was a clip.
Someone used the audio clip to add to the clip of the ambulance moving, posting it on social networks to interact. According to him, if the ambulance uses this audio clip instead of the priority horn to move on the road, it is a violation of traffic laws. When patrolling, if detecting this case, it will make a record of handling according to regulations.
Previously, in Nghe An, a male driver was fined 2.5 million VND for driving an ambulance on National Highway 1 without carrying and not picking up patients, but constantly howling and flashing priority lights.
The decision to sanction drivers from Dien Phu commune, Dien Chau district for using priority signal transmitters in contravention of regulations, was issued by the Traffic Police Department, Nghe An Provincial Police on February 18.
At about 8 p.m. on February 12, during the patrol and control on National Highway 1 through Dien Chau district, the working group of Dien Chau Traffic Station, under the Traffic Department of Nghe An Provincial Police, discovered that the male ambulance driver was running at high speed, abusing the priority light signal, and constantly flashing his lights.
Signaling to stop the vehicle for administrative inspection, the working group noted that the ambulance did not carry patients. The driver could not prove that he was on duty to rescue people. The driver claimed that he had previously taken the patient to the hospital, on the way back "thinking that the priority signal was still turned on", not knowing that it was a violation.
According to regulations, ambulances are only prioritized when transporting emergency patients or picking up emergency patients; when going on duty, there must be horns, flags and lights; no speed restrictions; are allowed to enter the opposite road, other roads can be traveled, even when there is a red light signal and must only follow the instructions of the traffic controller.
Decree 168/2024 stipulates a fine of 2-3 million VND for drivers of vehicles with the right to prioritize the installation and use of priority signal transmitters in contravention of regulations, use priority signal transmitters without a license from a competent authority or have a license but are no longer valid for use.
In another case of ambulances in Nghe An, on the morning of February 10, social networks circulated a video clip recording an ambulance moving on Lenin Avenue, heading from the center of Vinh city to Vinh airport. When arriving at the intersection of Lenin Boulevard and Pham Dinh Toai Street, the ambulance continuously turned on its horn and priority lights to give way.
However, because the traffic light was red and there were many vehicles ahead, including a black Fortuner car, the ambulance could not continue to move. Only when the signal light turns green, the Fortuner car moves, the ambulance can move on.
The video after being shared has attracted many mixed opinions from the online community. Some people think that black car drivers may be worried about being fined for running a red light, so they do not give way to ambulances.
