Public opinion is concerned about how car drivers who run red lights to give way to priority vehicles behind will be handled if no one records a video to prove it.
On February 10, a clip appeared on social media in Nghe An recording the scene of an ambulance using its siren to give way, but the Fortuner car in front refused to run the red light, causing mixed public opinion. The clip was recorded at the intersection of 3/2 Street and Truong Van Linh Street, Vinh City (Nghe An).
After the clip was posted, many people condemned the car driver for not giving way to the ambulance, because saving people is paramount.
Hong Vinh shared: "This is not allowed, saving people is important and the law clearly states that if you go through a red light to give way to an ambulance when they have turned on their siren, you will not be punished."
"If you don't learn the law clearly, you should be punished. If an ambulance honks its siren so urgently but still doesn't give way, you should be fined," Anh Le was indignant.
However, some people say that with a fine of up to nearly 20 million VND for running a red light, many people who do not know the law will be afraid in this situation.
Phuong Nam said, "If not promptly publicized, many drivers still think that the law stipulates that running a red light is a penalty, so many times people do not know right from wrong. So worry about yourself before worrying about others."
"If a driver runs a red light to give way to an ambulance but no one records the ambulance behind, who will later explain and prove that the driver ran a red light to give way to the priority vehicle behind?" Giang wondered.
Many people also hope that in the coming time, the traffic police force across the country will continue to spread propaganda more widely so that people and drivers across the country understand that running a red light to give way to priority vehicles will not be punished. Now people are afraid of being fined, afraid of having to explain, it is difficult to explain, so situations like this happen.
Regarding the incident, a leader of the Traffic Police Department of Nghe An Province Police said that according to the Law on Road Traffic Order and Safety in 2024, road users must comply with road signs and traffic rules. Clause 5, Article 27 of this law stipulates that when there is a signal from a priority vehicle, road users must reduce speed, move close to the right side of the road or stop to give way.
In case of not giving way to priority vehicles, car drivers can be fined from 6 to 8 million VND according to Point b, Clause 6, Article 6 of Decree 168/2024.
When vehicles are stopped at a red light and run the red light to give way to priority vehicles, according to the Traffic Police Department of Nghe An Province, in urgent situations, if the vehicle is moving in the correct lane, on the right side of the road and for a legitimate reason, it will not be penalized. That is, in the case of stopping at a red light but there is an ambulance or other priority vehicle behind, the vehicles in front can run the red light to give way without being penalized.
The leader of Nghe An Traffic Police Department added that in cases of fines imposed through the surveillance camera system, the police will not immediately notify the fine but will determine the cause of the violation before imposing the fine, to avoid cases of unjust fines.
On the evening of February 10, a video clip appeared on a social networking forum showing an ambulance with its siren and emergency lights on, but cars and motorbikes stopped at a red light (at an intersection) in front of it did not run the red light to give way to the ambulance.
The ambulance had to turn the steering wheel to the right to "weave" through two lanes for cars and then into the motorbike lane to continue its journey. The above clip was recorded by a citizen following behind on Le Nin Avenue (Vinh City), near Nghe An General Hospital.
Mr. Dang Ngoc Khoa commented: "Because traffic participants do not fully understand the law, even when the light is red, people have the right to move forward and run the red light to let priority vehicles pass. Because all violations are reviewed by the Traffic Police Team before being handled." There is an opinion that "Nghe An Provincial Police have installed a camera surveillance system to ensure security, order, and traffic safety at 191 locations in Vinh City, so there will be a clip proving that running a red light to give way to an ambulance will not be fined."
On the evening of February 10, officers from the Traffic Police Department of Vinh City Police said they are currently checking and verifying the above videos to come up with a solution.
