The public is interested in how car drivers who cross red lights to give way to rear priority vehicles are handled if no one records a clip to prove it.
On February 10, on social networks in Nghe An, a clip appeared recording the scene of an ambulance emitting a priority horn signal to give way, but the Fortuner car in front insisted on not passing the red light, causing mixed public comments. The clip was recorded at the intersection of 3/2 Street and Truong Van Linh Street, Vinh City (Nghe An).
After the clip was posted, many people condemned the car driver for refusing to give way to the ambulance, because saving people came first.
Hong Vinh shared: "This is not allowed, saving people is important and the law clearly states that if you run a red light to give way to an ambulance when they have turned on the priority horn, they will not be sanctioned."
"If you don't learn the law well, you will be fined, if the ambulance whistles so quickly but still does not give way, it should be fined," said Mr. Le's friend.
However, there is an opinion that, with the fine for running a red light up to nearly 20 million VND, many people who are not clear about the law will be afraid in this situation.
Phuong Nam said, "If it is not propagated in time, many drivers still think that the law has stipulated that crossing a red light is a sanction, so many times people do not know right from wrong. So just take care of yourself before worrying about others."
"If you cross the red light to give way to the ambulance but no one records the ambulance behind, who will explain and prove that the driver is the driver who crosses the red light to give way to the priority vehicle behind," Giang worried.
Many people also hope that in the coming time, the traffic police force across the country will continue to propagate more widely so that people and drivers across the country clearly understand that crossing red lights to give way to priority vehicles will not be sanctioned. Now people are afraid of being fined, afraid of having to explain, it is difficult to explain, so such a situation occurs.
Before the incident, a leader of the Traffic Department of Nghe An Provincial Police said that according to the Law on Road Traffic Order and Safety in 2024, road users must comply with road signals and traffic rules. Clause 5, Article 27 of this law stipulates that when there is a signal of a priority vehicle, road users must slow down, walk close to the right curb or stop to give way.
In case of not giving way to priority vehicles, the driver of the car may be fined from 6 to 8 million VND according to Point b, Clause 6, Article 6 of Decree 168/2024.
When vehicles are stopping at a red light but crossing a red light to give way to priority vehicles, according to the Traffic Department of Nghe An Police, in an emergency situation, if the vehicle moves in the right lane, on the right part of the road and for a good reason, it will not be sanctioned. This means that in case of stopping at a red light but there is an ambulance or other priority vehicle behind them, the vehicles in front can pass the red light to give way without being sanctioned.
The leader of the Nghe An Traffic Department added that in cases of cold sanctions through the surveillance camera system, the police will not immediately notify the sanction, but will determine the cause of the violation, then sanction, to avoid unjust fines.
On the evening of February 10, a video clip appeared on a social networking forum showing the ambulance turning on its horn and priority light, but the car and motorcycle stopped at the red light (at the intersection) in front of them also did not pass the red light to give way to the ambulance.
The ambulance had to turn the steering wheel to the right and "swerve" through two lanes for cars and then enter the motorcycle lane to continue the journey. Many conflicting opinions continue to debate, in this case "not crossing the red light to give way to priority vehicles (ambulances) will be sanctioned or not"?
The above clip of people walking behind was recorded at the section of Lenin Boulevard (Vinh City), near Nghe An General Friendship Hospital.
Mr. Dang Ngoc Khoa gave his opinion: "Because road users do not fully understand the law, including the red light, people have the right to move forward, pass the red light to let the car pass first. Because all errors are reviewed by the Traffic Police Team before handling." There is an opinion that "the Nghe An Provincial Police has installed a surveillance camera system to ensure security, order and traffic safety with 191 points in Vinh City, so there will be a clip proving that crossing a red light is to give way to an ambulance, it will not be fined".
On the evening of February 10, officers of the Traffic Investigation Team, Vinh City Police said that they are currently checking and specifically verifying the above videos to give a direction for handling.
