On the morning of January 11, Dong Thap Provincial People's Committee said that on January 10, prolonged heavy rain affected the rescue operation.
The rescue operation team has implemented measures to ensure electrical safety during the work for people and equipment at the scene.
"By the morning of January 11, the rescue force had completely lowered the 3rd floor support. At the same time, they had dug the ground to the height of the 4th floor and cut the piles to prepare for the installation of the 4th floor," Dong Provincial People's Committee said. Tower said.

The rescue work at the Roc Sen bridge began at noon on December 31, the time when Thai Ly Hao Nam (10 years old) fell into the concrete pile pipe. 12 days have passed, a series of options have been proposed, but none have resulted.
Miraculous cause
Present throughout the scene, Mr. Doan Tan Buu, Vice Chairman of Dong Thap Provincial People's Committee repeatedly emphasized the rare rescue situation when the baby fell into the pile pipe with a diameter too small (25 cm), the stake was plugged in. up to 35 m deep underground. The soil layer is deep and sticky, so it is difficult for rescuers to pull up the stakes.
Concrete piles in Roc Sen bridge work include two segments of 12 m and one of 11 m. During the rescue process, it is necessary to make sure not to break or break the joints, to avoid the pile drop, affecting the progress of pulling to the ground.
According to the opinion of the Department of Transport of Dong Thap province, Vietnam currently does not have specialized equipment to directly pull up the concrete pile pipe. The rescue team had to implement many different plans to reduce the friction between the soil and the pipe wall, from which to proceed to the plan to pull the pile.
Recorded at the scene, the Roc Sen bridge is located on a deserted land, about 500 m from a residential area. The road leading to the construction site is bumpy and rocky, difficult to walk, narrow road surface makes it difficult to transport heavy equipment to the construction site.
The rescue team had to switch to water transport with some equipment such as 80 ton crane, 80 kW vibrator... The only waterway leading to the scene was through Roc Sen canal, but the canal was narrow and shallow. , which makes it difficult to transport the equipment, which takes a long time.
Constantly changing options
As noted, inside the Roc Sen bridge construction site, the rescue force and engineer soldiers continuously worked through the night to soon pull up the concrete pile pipe. At one point, more than 300 people participated in the rescue at the same time.
However, the leaders of Dong Thap province still had to admit that there was confusion in the initial rescue work. The unit constantly changes different plans, but so far has not been able to pull the pile pipe up.
Initially, the functional sector came up with a rescue plan with a dedicated wire. However, this method is not feasible because the mouth of the concrete pipe is too small, Nam can not manage to thread the wire in for the top to pull up.
The second proposed option is to drill to soften the soil, then use a crane to pull the pile up. However, the Director of the Department of Transport said that everything was not as expected because the bored pile drilling machine caused the concrete pile pipe to slip, the risk of breaking or breaking the connection.
On the morning of January 3, the rescue plan was adjusted for the third time. Instead of drilling and driving piles, softening the soil to pull concrete pipes, the rescue team proposed building a steel cage 1.5 m wide and 19 m long to surround the concrete pile pipe. Then proceed to process all the mud inside, until the friction pressure drops to the lowest, the concrete pile pipe will be pulled up.
This option continues to face difficulties because when digging down to a depth of over 30 m, the rescue team encountered a complex structure, tight soil. Even though the team combined whirlpool drilling and whirlpool drilling, it didn't work.
Two days later, a delegation of Japanese experts came to the site to survey. The team proposed a feasible plan, but there were not enough equipment and conditions in the field to meet the requirements of the team, so it was not possible to implement.
On the 7th day, the plan was adjusted for the fourth time. This is the plan made after the leader of the People's Committee of Dong Thap province confirmed that Hao Nam died on January 4. By this time, the maintenance of the victim's life had ended, the rescue force changed the plan with the aim of bringing Hao Nam up as quickly as possible.
The new option is to use a combination of steel sheet pile and steel wall pipe in the process of cleaning the soil around the concrete pile pipe.
Accordingly, steel sheet piles will be driven around the concrete pile pipe to form a frame of 4.8 m x 4.8 m, the soil around the pile pipe is taken up by bucket bucket (temporarily called the first floor).
From the bottom of the 1st floor, the rescue force used a 1.6 m diameter steel wall pipe to drive down until reaching the depth of the bottom of the concrete pile pipe (temporarily called the 2nd floor), in order to get the soil around the pile pipe up by drilling. twisting reel. After reaching the bottom of the pile pipe, a cable system and a crane will be used to lift the concrete pile pipe.
The rescue plan is implemented through 11 steps, requiring the support of specialized equipment to be deployed.
After four days of announcing the plan, the new equipment was fully assembled to the scene, including a scraper bucket, 80 tons crane, 0.6-1 m diameter bored pile drill head, 1 m diameter wall pipe. and 2 m, 180 kW vibrating hammer and generator included.
Leaders of Dong Thap Provincial People's Committee said that with all the above equipment, in the next 1-2 days, the unit will be able to pull up the concrete pile pipe. However, this is only a possibility, not a sure time to pull the pile pipe.
