According to the dossier, Dong Bac Hai Duong Co., Ltd. was granted a business registration license by Hai Duong Department of Planning and Investment for the first time in 2017 with a charter capital of VND 5 billion, so far this business has changed 6 times. The legal representative of the company from June 1, 2017 to August 30, 2019 is Mr. Ha Anh Tuan, the title of director; The legal representative of the company from August 30, 2019 to present is Mr. Bui Manh Cuong, the title of director.

During its operation, Dong Bac Hai Duong Co., Ltd.'s main activity is to buy coal from Vietnam Coal - Mineral Group and Song Hong Coal Joint Stock Company, then process coal (mix coal according to the requirements of the company's quotas). customers) supplied to Xuan Thanh Cement Factory in Ninh Binh and Hoang Thach Cement Factory in Hai Duong.

By the end of 2017 and 2018, Dong Bac Hai Duong Co., Ltd. moved into a big business with the capital contribution of two brothers, Bui Huu Thanh and Bui Huu Giang, in Dong Trieu Town, Quang Ninh.
